Immigration: Suspension of the return of the displaced to Al-Hol camp is temporary for organizational purposes

The Ministry of Migration and Displacement stressed the need to redistribute roles between institutions and organizations regarding the file of the displaced in order to facilitate their smooth return, while it decided to suspend the return of the displaced people of the Syrian Al-Hol camp to Iraqi territory until appropriate conditions are created for their return.
The official spokesman for the Ministry of Migration and Displacement, Ali Abbas Jahakir, says that his ministry emphasized “the redrawing of roles between state institutions and their non-overlap with regard to the issue of displacement.”
Jahakir added, "The roles and work will be divided between organizations and institutions to facilitate the return of the displaced and end this important file." A spokesman for the Ministry of Migration and Displacement indicated that his ministry "has suspended the return of the displaced from the Syrian Al-Hol camp on a temporary basis, until the required procedures are completed."
Yesterday, Monday, Immigration Minister Evan Faeq Jabro explained the reasons for suspending the return of the displaced from the Syrian Al-Hol camp.
And the Ministry of Immigration stated in a statement, “Minister of Immigration and Displacement, Evan Faiq Jabro, during her hosting of the Parliamentary Security and Defense Committee in the Parliament building, discussed the work of the Ministry of Immigration in general and the lack of overlapping roles by other parties with regard to the displacement file.”
During the hosting, Jabro explained the reasons for taking the decision to suspend the return of the displaced from the Syrian al-Hawl camp to Iraqi territory, noting that “the Ministry of Immigration continues to implement this decision until a suitable mechanism is found for their return, all appropriate conditions are created for that, and roles are divided in cooperation with the competent authorities, each according to its competence.”
She emphasized that “the security checks for the displaced are carried out through the security authorities only,” explaining that “the Ministry of Immigration is the sectoral body responsible for the displacement file in general and in all governorates of the country and everything related to that in terms of shelter, relief, transportation, rehabilitation, programs and projects.”
Jabro stressed, "The need for the work of international organizations inside the camps for the displaced to be exclusively in coordination with the Ministry of Immigration," pointing out that "no party, whatever it is, has the right to enter the camps without the knowledge of the Ministry, because such actions are against human rights standards."
For his part, Ahmed Al-Sharifi, a researcher in security affairs, believes that “closing camps for the displaced is a very difficult and dangerous matter, especially since some families residing in them face tribal problems, and therefore it is difficult to close them and return their residents to their areas of origin, as there is social rejection of them, and this is what delays the closure of camps.” Some displacement camps are in different cities.” Al-Sharifi explains that “closing the remaining camps without properly rehabilitating the displaced by specialized and even international and international bodies means releasing people who carry extremist ideas into society, and these are considered time bombs, and therefore there are many obstacles that will face this movement from social, political and even security parties.” . The researcher in the security issue pointed out, “The issue of closing the Syrian al-Hawl camp does not depend only on Iraq’s decision, but rather this matter requires many international approvals, as there are many foreigners in this camp who cannot be transferred to Iraq, and their countries are still refusing to receive them, and therefore no The decision to close the camp can be taken by Iraq without the presence of international approvals, especially from European countries.” The Ministry of Migration and Displacement had previously announced that 500 families were scheduled to be transported from Al-Hol camp this year in the form of meals, in cooperation with the National Security Adviser and all security agencies.
For his part, Ali al-Bayati, a former member of the Human Rights Commission, says, “There are many displaced families in structures, buildings, and sites that were not included in the database of the Ministry of Immigration, and they also did not bear the status of official camps, and therefore they do not receive the necessary assistance and requirements provided by the Ministry of Immigration.” ". Al-Bayati called on the relevant government agencies to “devise a real plan to return the displaced voluntarily, especially the displaced from Al-Hol camp,” adding, “It was supposed to find national endeavors by involving all security and service institutions in cooperation with local and international civil society organizations to restore life in the regions, and attract the displaced to return.” ".
The former member of the Human Rights Commission believed that “the lack of real projects for reconciliation and the absence of a transitional justice role may push the displaced to fear and not return, in addition to the deterioration of the service side and the presence of mines and war remnants, which makes it difficult for the displaced families to return.”
