    Today, Tuesday, the Council of Ministers held its fifth regular session, chaired by Council Speaker Muhammad Shia’a Al-Sudani, while it issued a number of decisions, including those related to the telephone tax, the contracts of the Ministry of Electricity, and the privileges of officials.
    Al-Sudani’s office stated in a statement that the latter “presided over the fifth regular session of the Council of Ministers, and developments in the general situation in the country were discussed, a number of basic issues were discussed, and directives were issued in this regard.”[/size]
    [size=45]Within the framework of regulating the work environment, the Prime Minister directed "the formation of a governmental committee to review the file of foreign workers in Iraq, and to organize the legal framework for them."[/size]
    [size=45]The cabinet session witnessed a discussion of a number of topics on the agenda, and a number of decisions and recommendations were issued in this regard.[/size]
    [size=45]The statement added, “In light of the government’s tendency to convert contractors to permanent owners in accordance with the approved legal mechanisms, and in response to the demands of young people contracting with the Ministry of Electricity, the Cabinet approved the following:[/size]
    [size=45]1- Approving the confirmation of the contracts of the Ministry of Electricity for those who have contractual service for two years or more, and the Ministry of Finance creating grades and job titles, and the transfer is made from the planning budget for each company affiliated with the Ministry of Electricity, including contracts for the Governorate of Basra, and not requesting the addition of any new financial allocations from the Ministry Finance. The Ministry of Electricity refused to appoint new contracts or daily wages in the future. Provided that the names are checked by the Federal Office of Financial Supervision.[/size]
    [size=45]2- Other government agencies and ministries shall provide the Ministry of Finance with the requirements contained in the General Secretariat’s letter No. 22081 on June 14, 2022, and the Ministry of Finance shall take what is necessary, successively, to the Council of Ministers.[/size]
    [size=45]The Council of Ministers discussed “an important file related to the abolition of the privileges of officials, and the implementation of the law issued in this regard. This comes as part of a package of reforms that the government has moved towards implementing, according to what was included in its ministerial curriculum. Where the Council approved the following:[/size]
    [size=45]Approving the issuance of instructions to facilitate the implementation of Law No. (28 of 2019) to cancel financial privileges for officials in the state, based on the provisions of Article (80 / Clause III) and Article (10) of the law to cancel financial privileges for officials in the state, taking into account the attention The opinion of the General Secretariat of the Council of Ministers, confirmed by the memorandum of the Legal Department numbered (D / S / 2/2/21 / No), signed on November 17, 2022.[/size]
    [size=45]The Council of Ministers discussed “the issue of the tax imposed on mobile phone recharge cards and Internet recharge, which caused the high cost of communication in Iraq. In order to alleviate the burden of citizens, the Council of Ministers decided to stop deducting the amounts collected for mobile phone service and Internet recharge service amounting to (20%), starting from December 1, 2022. The Media and Communications Authority is responsible for implementing this decision, and taking appropriate measures to recover the amounts collected before the aforementioned date. And send it to the public treasury as soon as possible.[/size]
    [size=45]In the context of the session, the Council of Ministers discussed “the subject of dispatches for government officials, and the need to amend travel mechanisms in accordance with the correct legal standards, and in a way that achieves the desired goals of dispatch, and achieves the public interest in addition to controlling spending. Where the Council approved the following:[/size]
    [size=45]1- It is not permissible to make a transfer from any account to the travel and dispatch account.[/size]
    [size=45]2- The out-of-pocket expenses are not paid regarding the delegations in which the inviting party bears the expenses of accommodation and travel tickets due to the lack of financial allocations.[/size]
    [size=45]3- Except for travel days, one day for going and one day for returning, with the exception of dispatching to the countries of North and South America, Australia, Canada and East Asia, where the days of travel are not more than two days for going and returning.[/size]
    [size=45]4- The delegate shall be paid hotel wages not exceeding (150%) of the night allowances for his category in the countries of the special groups and the euro, and not exceeding (100%) of the night allowances determined for his category in the countries of the first, second and third groups, according to the classification of the countries by the Ministry of Foreign Affairs.[/size]
    [size=45]5- The minister and those of his rank exclusively and above have the right to use first-class seats on the plane. Undersecretaries of ministries, holders of special grades, governors, general managers, and those of their rank have the right to use businessmen’s seats for one trip on the outward journey, and for one trip on the return trip, in case the trip requires travel on more than one plane.[/size]
    [size=45]6- Travel will be exclusively on Iraqi Airways in the event that there are direct flights of the aforementioned company to the host country on the day of travel.[/size]
    [size=45]7- Undersecretaries of ministries, holders of special grades, governors, general managers, and those of similar rank may not rent cars and be satisfied with the services provided by the Embassy of the Republic of Iraq in the country to which they are sent, if that is possible.[/size]
    [size=45]8- Not disbursing transportation allocations to and from the airport for undersecretaries of ministries, holders of special grades, governors, general managers, and those of their rank.[/size]
    [size=45]9- Not to grant approval to holders of special degrees, governors, general managers, and those of similar rank to participate in workshops and training courses as a trainee, with the possibility of their participation as lecturers for no more than two participations per year.[/size]
    [size=45]10- The minister, heads of agencies not associated with a ministry, and governors shall submit to the Prime Minister a detailed report on each dispatch, including (duration of dispatch or travel, purpose of dispatch or travel, agency of dispatch or travel, agency that incurred expenses of dispatch or travel, cost of dispatch or travel, number accompanying persons, proposals and recommendations resulting from dispatch or travel), and similar reports are submitted by undersecretaries of ministries, holders of special grades, general managers, and those of their rank through the body they are affiliated with, to the General Secretariat of the Council of Ministers / Department of Cabinet Affairs, and committees to take the necessary actions regarding them, and according to the observations made The head of the legal department mentioned it during the discussion.[/size]
    [size=45]The Council of Ministers deliberated on the Corona pandemic file, which is currently witnessing a clear decline in Iraq and the world, accompanied by easing the measures imposed by the pandemic. In light of the reports issued by the Ministry of Health, the Cabinet approved the following:[/size]
    [size=45]1- Canceling the Cabinet Resolution (79 of 2020), and canceling the Diwaniya Order (97 of 2020) issued by the Prime Minister’s Office, regarding the formation of the Supreme Committee for National Health and Safety to combat the (Coronavirus) pandemic.[/size]
    [size=45]2- Canceling the Diwani order (13 of 2020) regarding the formation of the Supreme Advisory Committee for National Health and Safety.[/size]
    [size=45]3- Cancellation of Diwani Order (217 of 2020) issued by the Office of the Prime Minister regarding the formation of a committee to strengthen government measures in the areas of prevention, health control and awareness.[/size]
    [size=45]4- The Ministry of Health takes over the implementation of the Public Health Law (89 of 1981 / Articles 44 to 57) with regard to combating communicable diseases.[/size]
    [size=45]With the aim of fairness to the segment of Basra education retirees, and to address the problem of delayed retirement contributions and the disbursement of bonuses to them, the Council of Ministers agreed, according to the statement, that the Pension Fund receive the files of Basra Education retirees, who were referred to retirement, mentioned in the Federal Office of Financial Supervision report, and disbursement of their rights Pensioners from the date of their referral to retirement, and the Ministry of Finance / Budget Department, includes the amount (2294,769,840) dinars, which appears in the Directorate for the year / 2021 within the draft federal budget law for the fiscal year / 2023.[/size]

    [size=45]The Council of Ministers discussed other issues on the agenda, and issued decisions in this regard. Where the Council approved authorizing the Minister of Finance or whomever he authorizes to continue borrowing from (Exim Bank), to finance infrastructure projects in Iraq, as stated in the memorandum of understanding signed between the Ministry of Finance and the aforementioned bank, provided that there is a contract signed by the beneficiaries.[/size]
