Iraqi Prime Minister Muhammad Shia al-Sudani did not announce his intention to change the conservatives in Iraq, who are the main pillar of local government in the country, but the leader of the State of Law coalition, Nuri al-Maliki, announced, in a televised interview, that the prime minister intends to do so.
While neither Al-Sudani nor his office commented on the statements of Al-Maliki, who is considered one of the most prominent leaders of the Coordination Framework forces, Al-Maliki sought to appease a number of conservatives, as he met them in his office, which appeared, in the eyes of political observers, to be a retreat regarding the possibility of changing all the conservatives in the country. ; There are 15 provinces out of 18 provinces, 3 of which belong to the Kurdistan region.
Al-Sudani had announced that he was in the process of conducting an evaluation of senior officials, starting with those with special grades, all the way to ministers, including governors who hold special grades, for a period of between two to six months, after which he would make the required series of changes; In order to expedite the implementation of his government program.
The government program for the Sudanese extends from a year, in the event that it was agreed to hold new early elections preceded by the amendment of the law, to 4 years - which is the age of the government in terms of the duration of the electoral cycle - in the event that the government achieves achievements that satisfy the street or in the event that the political forces fail - and this is the possibility Most likely - about amending the law.
But what was said by al-Maliki regarding al-Sudani's intention to change all governors, inasmuch as it created confusion about the interference of the framework forces in the duties of the prime minister, it brought back to the fore the problematic relationship between the central government and local governments that the constitution granted wide powers.
However, in light of the atmosphere of the mass uprising that began in October 2019, which led to hundreds of deaths and tens of thousands of injuries, among the decisions taken by the Iraqi parliament at the time, which fell under the influence and pressure of those protests, was the abolition of the provincial councils as an extra link.
While this decision freed the hand of the conservatives in the affairs of their provinces without oversight by the local councils, the members of those councils resorted to the Federal Supreme Court, which ruled that the parliament's decision was invalid.
In this context, it has become imperative for the parliament and the government to hold new elections for the provincial councils, after which the governors will be replaced. The fact that changing them is the prerogative of the provincial councils, as they are the ones that elect them.
In this context and as part of the Sudanese government program, the provincial elections will be held next October.
In addition, and in the context of Al-Sudani’s efforts to implement his government program in accordance with the priorities he set for this program, the General Secretariat of the Council of Ministers announced, yesterday, Friday, that Al-Sudani ordered the construction of low-cost housing units and the provision of soft loans for them.
The spokesman for the General Secretariat of the Council of Ministers, Haider Majeed, told the official Iraqi news agency, “The prime minister directed on more than one occasion towards providing services and reconstruction to all governorates of Iraq without exception, and from this standpoint, the engineering effort team was formed, which is now working in more than one governorate.” .
He explained that «the directives also included building low-cost housing units, and this is in line with the strategic plan to reduce poverty and help the poor classes, as well as finding alternatives to slums, in coordination with the concerned governorates and ministries», noting that «the project will achieve real financial benefit in terms of low costs and speed Achievement.
He added, "The government's approach also includes providing services in the next stage, including helping citizens below the poverty line, in addition to the existence of directives in which government banks were instructed to provide soft loans with reduced interest for the purpose of construction."
In the same context, Al-Sudani decided to form a supreme committee in order to follow up on the affairs of the members of the armed forces, while carrying out unannounced visits to all headquarters to find out everything related to their affairs, including feeding operations and preparing protections for officers, in addition to monitoring negative phenomena that harm the reputation of the armed forces and the abusive elements during Duty and outside it, and in all formations, operations commands, and headquarters with their various names.
