Baghdad / bright news
The Parliamentary Finance Committee stated that the government is responsible for adjusting the salaries of employees and retirees, pointing out that Parliament cannot be alone in this matter because it involves a financial aspect.
Committee member Jamal Cougar said, in a statement to Al-Mada, that “Parliament is currently discussing a number of laws on its agenda, and the budget is expected to be received from the government.”
Cougar added, "The government had withdrawn the Civil Service Law, which includes a paragraph on employee salaries."
He pointed out, “There is talk currently about the possibility that the government will soon send a new salary scale for employees, and an amendment to the retirement law in order to increase the salaries of this segment.”
And Cougar went on, that "Parliament cannot unilaterally enact a new salary scale, or amend the salaries of the retired, since that is outside its powers, as the two matters involve a financial aspect and are supposed to come from the government."
For his part, a member of the committee in the former parliament, Ahmed Hama Rashid, told (Al-Mada) that “adjusting employees’ salaries depends on amending Law No. (22) of 2008.”
Rashid added, "This matter also concerns the salaries of retirees, by amending the Unified Retirement Law," stressing that "the two amendments must come from the government and the House of Representatives shall legislate them."
And he talked about “a movement to make an adjustment to salaries because there is a disparity between ministries that should be ended and equality achieved.”
In addition, Prime Minister Muhammad Shia al-Sudani stressed, during a meeting held yesterday on the budget, “the need to complete the draft budget law as quickly as possible and submit it to the House of Representatives in order for it to enter into force without delay.”
Al-Sudani added, according to a government statement received by (Al-Mada), that “the law targets, in its allocations, the priorities adopted by the ministerial curriculum, which are combating unemployment, reducing poverty rates, combating corruption, upgrading services, as well as reforming the economy.”
The statement indicated that “Al-Sudani directed that the draft budget law take into account the importance of presenting infrastructure projects over other projects.”
