The decision of the Council of Ministers to cancel the tax on mobile phone cards is still the subject of controversy and objection among researchers and specialists in the economic field. For a huge loss to the state treasury.
Commenting on the decision to cancel the 20% packing tax, economist Nabil Al-Marsoumi says, in a clarification that “the Iraqi citizen earned two thousand dinars per month, and the government lost 80 billion dinars per month.”
Al-Marsoumi added, “Corruption is a monster with multiple heads. Corruption prevents taxes from reaching the government, and undermines investment and development,” considering that “there is no diversification of revenues, development, or improvement of services without confronting corruption.”
According to the announced figure, the state treasury will lose more than 960 billion dinars annually, or nearly a trillion dinars. On the other hand, the abolition of the card tax will not benefit the poor citizen, as citizens with limited income do not consume large quantities of packing cards, compared to businessmen who consume large quantities. It reaches at least 30 cards per month, which will save a businessman 60,000 dinars per month, compared to only 2,000 dinars per month for a citizen with limited income. The destitute citizen may not benefit anything because he will not use the recharge cards except at separate times and does not make many contacts, according to specialists.
In the same context, researcher Murtada Al-Azzawi says, “Most of the electricity subsidy goes to the rich, most of the fuel subsidy goes to the rich, canceling communications taxes, its real benefit goes to the rich,” as in the same way, the use of fuel, represented by gasoline, is consumed by the rich and owners of large cars more than the poor who do not have Cars already or own small and economical cars.
Al-Azzawi adds, in a clarification, that “the Iraqi state’s revenues in 2022 until September, the percentage of oil revenues out of total revenues is 96%, and the percentage of non-oil revenues out of total revenues is 4%, yet the state takes measures to reduce non-oil revenues!?”
