    Baghdad-Iraq today:
    A member of the Parliamentary Finance Committee, Ikhlas Al-Dulaimi, announced that the general budget will range between 130-140 trillion dinars, indicating that it will be sent even if it lacks some schedules, as it can be completed with cooperation between the government and the Finance Committee.
    Ikhlas Al-Dulaimi said, in a press interview regarding sending the general budget law, that “the last day for the legislative term is the sixth of December 2022, and in the event that the budget does not reach the Iraqi parliament, then the parliament will take the legislative vacation that extends for a month or more.”
    She added that the budget “will be sent even if it lacks some schedules, as it will be amended later between the federal government and the Finance Committee in Parliament.”
    She indicated that the government is “serious, and has a draft in effect with the Ministries of Finance and Planning, which is prepared for the year 2021, and some amendments may occur to it, such as the price of oil or the total budget and the opening of the door to exchange because there will be an appointment for certificate holders,” and it is likely that the budget will be submitted to Parliament. at the required time.”
    Regarding the visit of the President of the Kurdistan Region, Nechirvan Barzani, to Baghdad, Ikhlas Al-Dulaimi stated that “its echo was positive and calm, with the re-exchange of trust between the two parties and other political parties, which created a positive atmosphere for approving the budget, and sending a delegation by the President of the Kurdistan Regional Government, pleased Barzani, and to clarify the plans, projects and budget of the Kurdistan region, in a calm atmosphere through coordination between the ministries of the region and their counterparts in the federal government, through working committees.
    Regarding the role of the Kurds in Baghdad, she revealed that “there are signs of understanding between all parties with the Kurdistan Democratic Party,” pointing out that “the Patriotic Union of Kurdistan and the Kurdistan Democratic Party have greats, especially in strategic understanding matters. , including the budget and oil laws.” 
    A member of the Iraqi Parliament, she stated that “laws and constitutions are not taken into account, but rather the political side plays a major role in the understandings,” stressing that “this is the last opportunity for Muhammad Shia' al-Sudanese to clear up the problems in Iraq in general.”
    And she warned that “if al-Sudanese fails in this mission, there will be no other opportunity for any government to be established in the future, and if it does not succeed, it will be the end of the regime in Iraq.”
    Ikhlas al-Dulaimi, she noted that the prime minister “will not go in the direction of approving any law that would create a rift between the components, because he is certain of the sensitivity of the stage,” noting that the KDP “always resorts to the constitution.”
    Regarding the share of the Kurdistan region in the budget, Al-Dulaimi explained that it “depends on population density, as in Iraq in general, and this step is implemented by the Ministry of Planning (in the Kurdistan region), which will send its data to its counterpart in the center, and adopt it in approving the budget.”
    And she added that the share of the Kurdistan Region “reached 13.9% in the year 2021, but due to the increase in the population due to the increase in births and migration to the Kurdistan Region, the numbers may be on the rise and so will affect the share of the budget.”
    And she added that the share, based on the recent survey, should be 16% or 15.9%, but that “depends on negotiations between the delegation of the Kurdistan region and the federal government.” 
    The representative of the Democratic Party, I suggested that the total amount of the budget ranges from “130-140 trillion dinars.”
    With regard to Article 140, Al-Dulaimi commented on it by saying, “The problem of Article 140 is great, the previous governments did not deal with it seriously, all its allocations are very simple, and do not rise to the formation of committees , conducting a census, normalization, etc.,” pointing out that what was allocated to it ranged between 20 And 70 billion dinars.
    In her capacity as a representative of the regions included in Article 140, such as al-Hamdaniya and Makhmur, she confirmed that these regions “save from problems, and the federal government allocates a small budget for these regions.”
    In this context, he pointed out that “in the previous session, we enacted the food security law, and we allocated one trillion and 55 billion to the Nineveh governorate, considering that it includes 4 districts from the areas of Article 140. The federal government , noting that the amount sent in addition to the frozen sums and those from stabilization support and the reconstruction fund amounted to more than 2 trillion dinars. 
    It considered that the maximum amount that can be allocated to the committees of the regions covered by Article 140 is 100 billion dinars, within the next budget.
