The Parliamentary Finance Committee called, on Monday, to limit appointments, job grades, and employee transfers from one department to another in the hands of the Federal Service Council to be the sole responsible body, which will help create a database for all state employees.

Committee member Jamal Cougar said, "All job grades must be through the Federal Service Council, because its main task is to organize the appointment movement and staffing in the country," noting that "the previous mechanism was to appoint ministries and departments directly and according to their needs."

Cougar added, "The Federal Service Council is charged with preparing a database for state employees on the one hand, and diagnosing points of need and surplus in each institution on the other hand, and therefore it is responsible for announcing job grades and opening the door for transfer in order to benefit from the workforce."

He continued, "We are currently living in employment chaos and the accumulation of huge numbers of employees in some ministries, while other ministries need staff, so it will be necessary to diagnose the need and move the surplus between ministries," noting that "Parliament submitted a question to the former Minister of Planning during one of the sessions about The exact number of state employees, and the response was that he did not know the number because there was no accurate database, and therefore it would be important for the Service Council to standardize the database of state employees.

And a member of the Parliamentary Finance Committee believed that “the government’s withdrawal of the Civil Service Law is natural, because it was written in the year 2012 and we are in the year 2022,” adding that “the Service Council put its observations on the law.”
