    , Wednesday, the Parliamentary Finance Committee identified the categories covered by the confirmation of permanent staffing within the general budget for the year 2023, while making it clear that the allocations of the social protection network may reach seven trillion dinars.

    Committee member Mueen Al-Kadhimi told the Iraqi News Agency (INA): “The pressure on the budget through requests is more on the operational side, by providing salaries and allowances for 4 million employees, in addition to the issue of installing contract holders in the Ministry of Electricity, whose number is 75,000 employees.” The 2019 contracts, in addition to the contract employees for the years 2020 and 2021, who were not included in this, as well as the issue of fixing lecturers in education on permanent staffing for the year 2019,” indicating, “The budget will include The allocation of an amount for social care amounting to about 7 trillion dinars.”
    And he added, “There is pressure towards the operating budget, despite the fact that the government program for the prime minister calls for attention to the development and service reality of the country,” calling for “reducing spending and increasing financial revenues.”
    And he continued, “The financial revenues are limited to the issue of oil, and the prime minister has a theory regarding the window for selling the currency and the problems and suspicions raised around it,” explaining that “about 70 billion dollars are sold to private banks annually, to withdraw the local currency from the market and redistribute it to employees as salaries.” .
    He stated that “selling the currency must be offset by the imposition of a tax and customs for the import resulting from it,” explaining that “if this mechanism is properly mastered by the government, this will provide annual revenues of up to 10 trillion dinars.” .”
    And he stressed the need to "increase revenues, especially through tax, customs, border crossings, communications and other aspects of collection that departments and ministries receive," expressing his hope that "the budget will improve the Iraqi reality for the better."
    And he stated, “The expected 2023 budget amount is between (130-140) trillion dinars,” noting that “about 65 percent of the budget will be operational and 35 percent investment.”
