    Shafaq News/ The Iraqi Council of Ministers decided, this evening, Tuesday, to launch the financing of the Kurdistan Regional Government with employee salaries for the last two months of this year, and while it decided to suspend official working hours on the occasion of Christmas and New Year, it voted to exempt an official in the Ministry of Education.
    In a statement received by Shafaq News agency, the media office of the Prime Minister, Muhammad Shia'a Al-Sudani, stated that the latter presided over the eighth regular session of the Council, during which the overall general situation in the country was discussed, and the most important issues and files related to the economic and living aspects of citizens were discussed, in addition to deliberating on the listed topics. on the agenda, and make decisions on it.



    The Council voted for the Ministry of Finance to spend 400 billion dinars to pay the dues of the Kurdistan Region, provided that the amount is settled after completing the audit of the Federal Office of Financial Supervision of data related to oil and non-oil revenues, in coordination between it and the Office of Financial Supervision in the region, and the completion of the Federal Ministry of Oil calculating oil revenues In coordination with the Ministry of Natural Resources in the Kurdistan Regional Government of Iraq.
     Al-Sudani directed that the twenty-fifth of December be an official holiday in all parts of Iraq, on the occasion of the Christmas holidays, and that the twenty-sixth of the same month be an official holiday for the children of the Christian component of the Iraqis.
    The Council of Ministers discussed the issue of increasing the production capacity of the Diwaniyah refinery project, based on the directives of the Prime Minister during his visit to the Diwaniyah governorate and his inspection of the Diwaniyah refinery on the nineteenth of last November, where he directed to increase the production capacity of the refinery, in order to increase the refining capacity of petroleum products, And support the economic reality of the province and provide job opportunities for its people.
    The Council approved authorizing the Ministry of Oil to contract with the executing company of the Diwaniyah refinery, develop it and increase its production capacity by 70,000 barrels, in accordance with environmental requirements, with the exception of the contracting methods stipulated in Article 3 of the Government Contract Implementation Instructions 2 of 2014.
    The Ministry of Finance and the Ministry of Planning are taking the necessary measures to include the Diwaniyah refinery expansion project, to increase its production capacity, and to include this in the draft federal budget law for the next fiscal year / 2023.

    With the aim of protecting the environmental and biological diversity in Iraq, and stopping wrong practices against nature and the environment, such as hunting and other activities that threaten rare plants and animals, the Council of Ministers discussed the decision of the National Committee for Protected Natural Sites 3 of 2017, and approved declaring the site of Lake Sawa a natural reserve, due to its distinctive features. Of international standards and a clear richness of biological diversity, in addition to the geomorphological forms and their distinctive nature, based on Article 4 of the Natural Reserves Regulation 2 of 2014.
    In order to eliminate the phenomenon of leaking questions, prevent their recurrence, and to preserve the course of the educational process, and based on the recommendations of the investigative committee formed pursuant to Diwani Order 22060 of 2022 issued by the Prime Minister’s Office regarding the leaking of questions for third grade intermediate exams for the academic year 2021-2022, the Council decided The ministers approved the dismissal of (Qasim Rahim Mijbil Abd al-Rasul al-Aqili), the Director General of Education in the second Rusafa / Ministry of Education, from his post, based on the provisions of Legislative Decree 880 of 1988.
    The Ministry of Education and the relevant authorities implement the rest of the recommendations, each according to its competence.
    The Council of Ministers approved a draft law on ratification by the Republic of Iraq of the agreement to avoid double taxation with regard to taxes imposed on income and capital, and to prevent tax evasion and avoidance between the government of the Republic of Iraq and the government of the Kingdom of Saudi Arabia signed in Riyadh on March 31, 2021, which was prepared by the State Council, and forward it to the House of Representatives.
    A draft law ratifying the cooperation agreement between the government of the Republic of Iraq and the government of the Kingdom of Saudi Arabia in the field of maritime transport was also approved, and referred to the House of Representatives, based on the provisions of Articles 61 / item first, and 80 / item second of the constitution.
    The Cabinet discussed the continuation of implementing Federal Court Decision No. 121 of 2022 regarding the powers of the caretaker government, and approved the recommendations of the specialized committee to (reconsider all Cabinet decisions taken from the previous government during the period of daily affairs from October 8, 2021, to October 27). 2022.
    The Council approved that the legal department in the General Secretariat of the Council of Ministers, in coordination with it and the Department of Cabinet Affairs, committees and relevant authorities, undertake the implementation of the recommendations in question, and not act on the decisions and directives indicated in their regard (review), except after each decision is presented to the Council of Ministers to take the necessary decision in its regard. .
    The Council of Ministers continued discussing other issues on the agenda, and approved a transfer of 40 billion dinars from the operation of the Ministry of Health to the chapter on employee compensation, and a transfer of 15 billion and 75 million dinars from a ratio of 1/12 of the total other spending units, including the decrease in the salaries of the Ministry of Environment.
    He also agreed to finance the Ministry of Finance with the amounts mentioned (1, 2) above, to the accounts of the health and environment departments, according to the deficit in the accompanying table. Linking the letter of the Ministry of Health No. D.A.M/6/5/5417, dated August 8, 2022.
