On Sunday, the Baghdad governorate called on the legislative authorities to issue a law in order to hold generator owners accountable, at a time when it confirmed that there is no basis for imposing penalties against violators.
“Determining the price of the ampere depends on the share of kerosene supplied to the generator contractors, which is 5 liters per KV,” said the assistant governor for energy affairs, Qais Al-Kalabi, in a statement reported by the official newspaper.
Al-Kalabi added, "The quota is almost not enough to operate the generator throughout the month, in addition to that, there are from 6 to 7 thousand private and governmental generators in Baghdad whose fuel quotas have not been delivered, which drives contractors to raise ampere prices, and thus the citizen is the victim." .
He explained that “the governorate has hotlines and special committees to receive complaints about generators, and they are dealt with in complete confidentiality. However, the problem lies in the lack of supportive bodies in the governorate to impose penalties on violators, and herein lies the weakness of the oversight side.”
Al-Kalabi noted that “the governorate has addressed the General Secretariat of the Council of Ministers to address the relevant authorities to legislate a law or a legal amendment that includes imposing penalties against violating generator contractors, so that the governorate can act according to this framework with the support of security agencies, as well as coordination with the Supreme Judicial Council to arrest violators or fine them at police stations.” ".
He pointed out that “the governorate also monitored an increase in the hours of national electricity cuts at the beginning of each new month, which is the time allotted for collecting generator fees, and therefore it officially addressed the Ministry of Electricity in order to coordinate with the governorate to serve the energy file in the capital.”
