Baghdad / Obelisk: The Parliament of the Kurdistan region of Iraq is preparing to carry out a broad cabinet reshuffle in the government of Masrour Barzani, according to the region's interior minister, while the negotiations of the Kurdish parties are facing intense political differences.
The replacement of ministers from the Patriotic Union of Kurdistan bloc may be the touchstone that determines the shape of the future relationship between the two parties. In the event of a failure of balance in the government, any settlement between the two sides will be difficult in the future.
The outburst of the Kurdish street, due to the difficult economic and living situation, did not prompt a halt to the escalation of disputes between Erbil and Sulaymaniyah.
The two main parties in the region have known deep differences over the sharing of influence and positions for many years.
The Deputy Prime Minister of the Kurdistan Regional Government, Qubad Talabani, refrains from attending the cabinet sessions in the region.
The Kurdish parties differed before over the position of the President of the Republic.
The differences reached such an extent that the Patriotic Union of Kurdistan threatened earlier this year to secede Sulaymaniyah and Halabja from the Kurdistan region, but the Democratic Party considered that blackmail.
The leader of the party, Mahdi Abdul Karim, said that there are external and even internal parties that have been working for a long time to create a division within the Kurdistan region in order to weaken it, and for this reason we did not and will not allow any step towards the separation of Sulaymaniyah and Halabja from the region.
And the head of the Patriotic Union of Kurdistan, Pavel Talabani, had announced in a televised interview that Erbil would lose, like Sulaymaniyah, if not more than it, in the event of fragmentation and division into two administrations, because it does not have gas and its oil ends.
While the Kurdish activist Hawar Shafiq says that the first step towards dividing Kurdistan into two administrations is a yellow area under the rule of the Democratic Party and a green area under the rule of the National Union Party, as with this step the government no longer has any meaning and it will only be a mere decoration. Gardaghi
He said that the Sulaymaniyah Provincial Council began its first official steps to adopt decentralization, by forming a committee to prepare a project for “administrative and financial decentralization” for the geographical borders of the Sulaymaniyah Provincial Council, which includes the governorates of Sulaymaniyah and Halabja and the administration of Garmian and Rabrin.
Before 2003, there was a system of two administrations in the Kurdistan region, the first in Erbil under the administration of the Kurdistan Democratic Party, and the second in Sulaymaniyah and its outskirts under the administration of the Patriotic Union, before it was unified into one administration headed by Massoud Barzani.
The Iraqi researcher residing in London, Adnan Abu Zaid, says that Washington will not allow the region to be divided, but rather wants to consolidate and develop its experience, in contrast to what Iran and Turkey seek. He said that Washington considers it a reliable ally, perhaps even more than Baghdad, and represents an advanced base for its interests in the future, and the US forces have contributed greatly to the support of the Peshmerga of the “Kurdistan Democratic Party” and the “Patriotic Union of Kurdistan”, and it also contributes to the development of the local administration system in the region Despite her realization that the nature of government in Erbil and Sulaymaniyah is the family system.
