Dollar unrest sparks crises within the coordination framework and the refusal to punish Iran

Baghdad / Tamim Al-Hassan
Within the coordination framework, “political blackmail” and attempts to “twist my arms” are taking place, as revealed by parties close to the Shiite coalition.
It seems that the recent dollar crisis has sparked disputes within the Shiite group, considering what happened as a punishment for Iran, to which the bulk of Iraqi money flees.
The negotiations include the issue of the relationship with Washington and the threat to amend previous agreements, while the price may be the concession of more positions to some of the “framework” parties.
And Finance Minister Taif Sami had revealed the existence of an “American platform” that deals with the central bank to control the movement of the dollar.
And the minister's latest statement confirms what Al-Mada revealed a few days ago, about American interference in monitoring import bills in Iraq.
The exchange rate of the dollar began to decline against the dinar, after it recorded record numbers last week, reaching the threshold of 1,600 dinars, due to the recent US measures.
On the other hand, the Ministry of Finance confirmed that the 2023 budget approved the last exchange rate for the dollar against the dinar, which ended the odds of returning it to the price of 1200 dinars.
Informed political sources said in an interview with (Al-Mada) that "the issue of the dollar confused the coordination framework, which found itself forced to accept the American conditions."
And the sources, who asked not to be identified, confirm that “the US Federal Bank has established a program in which all private banks enter to know the movement of the dollar, in return for the bank obtaining dollars to distribute to citizens.”
There are about 80 banks in Iraq, most of which are owned by Iraqis, but so far only 10 or a little more banks have joined the American platform that was established within the Central Bank of Iraq.
And the sources add that “some of the parties to the coordination framework objected to the US intervention and considered what is happening as a punishment for Tehran and pressure against its policy in the region and in the nuclear file.”
According to information received by Al-Mada, the weekly volume of hard currency smuggled ranges from 100 to 250 million dinars, at least half of which goes to Tehran.
And the sources go on: “Despite the objection of some Shiite forces, they know that if they continue to refuse, Iraq will not get the dollar and the government will fall.”
The government has faced harsh criticism over the past two weeks. Due to the rise in the dollar and basic commodities prices, in return, warnings of a “hungry revolution” began.
The sources indicate that “under this pressure, some of the parties to the framework declare that what is happening with the dollar issue is a conspiracy, but in secret they agree to implement the demands in the hope of passing other issues such as obtaining additional positions from the government or bargaining with other parties within the Shiite alliance.”
And (Al-Mada) had revealed that severe sanctions from Washington would soon be issued against 15 banks that did not comply with the conditions and with the approval of most of the “framework” forces.
And the head of the Al-Fateh Alliance, Hadi Al-Amiri, described last Friday, during a commemoration ceremony, the rise in the exchange rate of the dollar against the dinar as a plan to control the economy in Iraq.
Al-Amiri added during the "Perfume Al-Sawater" festival, which coincides with the third anniversary of the assassination of the deputy head of the Popular Mobilization Authority, Abu Mahdi Al-Muhandis, and the Iranian general, Qassem Soleimani, that "the battle today must be a battle of economic independence and the rise of the dollar is part of a scheme to control the economy."
In the same context, the Secretary-General of the League of the Righteous, Qais al-Khazali, considered that Iraq is being subjected to an “economic war,” referring to the high exchange rates of the dollar.
Al-Khazali said at the same festival that "there are quite a few political forces that want goodness and economic success, but there are still conspiracies."
Al-Khazali indicated that "there is an economic war against Iraq, despite the country's good financial abundance."
And Finance Minister Taif Sami had revealed “a joint platform and system between the Federal Bank and the Central Bank that was supposed to work on it since 2018, but it was implemented for audit purposes now, so it caused a temporary rise in the exchange rate and it will return to its normal stability.”
And she indicated, in statements to the official agency, that “there are other measures taken to address the high exchange rate, including working on customs exemptions and providing facilities to merchants to prevent smuggling and extortion.”
In the same statements, Taif confirmed that the price of the dollar against the dinar in the 2023 budget had “fixed the exchange rate at 1450,” which ends the talk about the government or the coordination framework seeking to return it to the old price.
And Mustafa Al-Kazemi, the former prime minister, had called on the new government to control “the withdrawal of money” and “prevent currency smuggling,” in his first response after leaving the government.
Al-Kazemi said in a statement, speaking about the accusations leveled during his rule, then touching on the issue of the dollar, saying: “I reject the growing populist discourse, which lacks accurate information and facts; Because it pushes the crisis to more complexity.
Al-Kazemi called on officials to “maintain the stability of the exchange rate, prevent monetary chaos, control large financial withdrawals, reduce the level of inflation, and prevent smuggling of hard currency out of Iraq.”
Meanwhile, sources close to the coordination framework say that the issue of the dollar “is now mixed with the issue of the government’s relationship with the United States and the threat to amend the strategic agreement with Washington.”
The sources believe that "this is a threat launched by some Shiite parties as they reject US intervention."
However, the sources show that what is happening is “attempts to blackmail and bargain to obtain positions, and to rush the issue of resolving the change of governors, especially in important cities such as Basra and Najaf.”
