    Iraq had reduced the area of ​​land included in the seasonal agricultural plan by half, while certain provinces were completely excluded from the plan, due to an unprecedented drought that the country has been suffering from, for several years as a result of Iran cutting off the tributaries of the Tigris River and Turkey reducing the share of Iraqi water. Previous Iraqi governments have hinted several times to resort to international institutions to obtain water from Iran, according to water-sharing agreements, but they have not taken any step towards internationalizing the file despite Iran's rejection of any solutions proposed by Iraq.
