    The Oil and Gas Draft Law faces great difficulties to be legislated in the House of Representatives because it contains a political aspect. According to specialists
    , a member of the Parliamentary Oil and Gas Committee, Dhurgham al-Maliki, said in a press interview seen by “Takadam” that: “The oil and gas law is facing difficulties because it contains a political aspect,” stressing “the endeavor to create the appropriate climate to solve some of the accumulated problems to proceed with the legislation of the law.”
    He added, “What hinders legislation is not limited to the political aspect, but rather to the financial aspect as well, and some accumulated amounts and the city-based aspect are deduced from this political aspect.”
    Al-Maliki stressed, "The continuation of work to solve these problems and put it on the parliament table for the purpose of discussion."
    For his part, the leader of the Patriotic Union of Kurdistan, Ghiath Al-Sorji, announced that there are no positive results in resolving the file of the oil and gas law.
    A senior parliamentary source also ruled out approving the oil and gas law, indicating that the Iraqi state, since its inception, has not operated according to such a law.
    The dispute still exists between Baghdad and Erbil over the oil file, an unresolved issue for more than two decades.
    The oil and gas law in Iraq, which has been awaiting legislation in parliament since 2005, stipulates that the responsibility for managing the country's oil fields must be entrusted to a national oil company, and it is supervised by a federal council specialized in this matter.
    While the Kurdistan Oil Law, canceled by a decision by the Federal Supreme Court, indicates that the Ministry of Oil in the region or whomever it delegates assumes responsibility for “organizing and supervising oil operations, as well as all activities related to it, including oil marketing, as well as negotiating and concluding agreements and implementing all licenses.” Including the oil contracts concluded by the regional government.
