McGurk and Qaani in Baghdad, and the probabilities of easing the dollar crisis and buying gas from Tehran

Fears were raised of the return of the factions' attacks, and Iraq may witness the resumption of the "nuclear agreement" dialogue
 Baghdad / Tamim Al-Hassan
A simultaneous visit of high-ranking US and Iranian officials to Iraq is likely to help ease the crisis of the dollar's high price and buy gas from Tehran.
This happens in return for Baghdad's mediation between the two parties, which the capital may witness to the resumption of the stalled nuclear agreement dialogue between Washington and Tehran, following the officials' visit.
Bert McGurk appeared in Baghdad simultaneously in a meeting with Prime Minister Muhammad al-Sudani and took pictures of Ismail Qaani, the Iranian general, in the capital and his meeting with a prominent Shiite leader.
These developments coincided with an expected visit by al-Sudani to Washington, and the latter’s statements that were considered positive towards America and “rare” for a prime minister close to the factions.
(Al-Mada) learned that among the issues McGurk raised during his visit was related to the situation of the factions, while observers confirmed that Qaani's presence may be related to talking about divisions within the Shiite alliance.
A senior official in the coordination framework told Al-Mada that McGurk and the Iranian general's visit to Baghdad at the same time was "not a coincidence, but rather previously planned."
The official, who asked not to be named, added, "The presence of the two personalities is to open a direct dialogue between the two parties, but it is not public."
And the official stated that "the meetings in Baghdad will pave the way for setting broad lines between the American and Iranian sides to start new rounds of dialogue on the nuclear file, in return for that, easing pressure on Iraq on the issue of dollar circulation and Iran's fulfillment of the gas revenues exported to Iraq in dollars instead of dinars."
The Shiite official in the “framework” confirms the existence of other items “that he is not authorized to disclose” behind the visit of McGurk and Ismail Qaani, but he said that “Al-Sudani will soon reveal part of the positive aspects of the visit.”
The official added that the visit was planned for some of its papers in the Baghdad Dialogue 2, which was held last month in Baghdad and involved France and its sponsors, along with Gulf and Arab countries and Iran.
The official said that "France wants Iraq to help push Tehran to dialogue on the situation in Syria and the Ukrainian crisis," given that Iran is a strong ally of Russia, which has been waging a war in eastern Europe for nearly a year.
Last Monday, the media office of Prime Minister Muhammad al-Sudani said that the latter had received the White House coordinator for Middle East and North Africa affairs, Brett McGurk, an envoy from US President Joseph Biden, pointing out that “the meeting witnessed a discussion of the overall relations between Iraq and the United States, and ways to strengthen them.” And its development at various levels and fields, in a way that serves the interests of the Iraqi and American peoples.
Regarding the most prominent files that were discussed in the meeting and did not appear publicly, an informed politician indicated in an interview with (Al-Mada) that the US envoy “talked about fears of renewed bombing by the factions of the US embassy and other diplomatic missions.”
The well-informed politician, who spoke on condition of anonymity, said, "McGurk discussed guarantees of non-recurrence of attacks, with the development of relations now between Baghdad and Washington, and the objection of some Shiite forces that considered this development against Iran."
Armed groups under the banner of “resistance” carried out 120 attacks with 300 missiles, explosive devices and drones in the past three years, before they stopped their activities since Al-Sudani took power.
The Prime Minister affirmed, according to the statement, "the government's direction to open horizons of cooperation with friendly and brotherly countries, in a way that secures the interests of the Iraqi people," stressing "the ability of our security forces to confront terrorism and establish the stability achieved thanks to the huge sacrifices that were made on the land of Iraq."
For his part, McGurk affirmed, quoting the government statement, “his country’s support for the success of the current government, and the continuation of the United States to provide advice to Iraqi forces in their fight against ISIS,” reiterating “the US administration’s commitment to the strategic framework agreement, and supporting the Iraqi government’s reforms in the field of energy and infrastructure and confronting weather changes".
The statement added, "McGurk conveyed his country's welcome to the outcomes of the Baghdad Conference / 2, and efforts to develop joint infrastructure projects between Iraq and its surroundings, and its welcome to the upcoming visit of Foreign Minister Fuad Hussein to Washington to hold meetings of the Higher Coordinating Committee of the Strategic Framework Agreement between the two countries."
He added, "The meeting was attended by the Special Presidential Coordinator for Global Infrastructure and Energy Security, Amos Hochstein, and the US Ambassador to Baghdad, Alina Romanowski."
Romansky had met with the prime minister about 7 times over the past two months, which aroused the objection of some Shiite parties affiliated with Tehran.
Munqith Dagher, director of the Middle East and North Africa region at Gallup International, said in an interview with Al-Mada that the visit of the US envoy came “because of the recent statements and positions of the Sudanese, which were considered positive towards Washington.”
Dagher described Al-Sudani's recent statements regarding the survival of the US forces as "a big leap towards America that the prime ministers who preceded him did not do."
And Prime Minister Muhammad al-Sudani considered, earlier, that his country is still at the present time “in need of the foreign forces” present in it, most of which are American.
"We believe that we need foreign forces," Al-Sudani said in press statements reported by Agence France-Presse, adding: "Eliminating the Islamic State will take some time."
The Gallup official considered that the presence of Iranian General Ismail Qaani in Baghdad at the same time “is a message to Washington that Iran is firmly present on Iraqi soil.”
And Iranian media had published pictures of the commander of the Quds Force of the Islamic Revolutionary Guards, Ismail Qaani, in front of the monument of the airport incident that witnessed the assassination of the deputy head of the crowd, Abu Mahdi al-Muhandis, and the former commander of the Revolutionary Guards, Qassem Soleimani, in an American raid 3 years ago in Baghdad.
According to the Iranian Mehr News Agency, “Brigadier General Ismail Qaani then went to offer condolences on the death of the wife of the martyr of the mihrab, Sayyid Muhammad Baqir al-Hakim,” and the agency showed pictures of the latter gathering with the leader of the Wisdom Movement, Ammar al-Hakim.
In turn, the head of the Center for Political Thinking, Ihsan al-Shammari, suggested in an interview with (Al-Mada) that the Iranian general's visit is due to "the existence of cracks in the coordination framework and the state administration alliance supported by Iran."
Al-Shammari said, "It is not in Iran's interest now to collapse this alliance."
And there were reports, denied by the "framework" and considered by the Sadrist movement, that talked about wide differences between Nuri al-Maliki (leader of the State of Law) and Qais al-Khazali (leader of the League) and reached the threat of the resignation of the first ministers from the government.
On the other hand, the Sunni forces are also experiencing a crisis due to the dismissal of Muhammad al-Halbousi, Speaker of Parliament, as a deputy for the Azm coalition, the rival of the former.
Al-Shammari confirmed that the Al-Sudani-McGurk meeting "had raised the files that will be discussed in an expected visit by Al-Sudani to Washington, and the Iraqi answers to them, which will be transferred to Joe Biden, the US President."
And the researcher in political affairs considered that Iraq, with the presence of the Iranian and American envoys, could “play the role of transmitting messages between the two parties about the outstanding issues between the two countries.”
