    The head of the Iraqi National Project, Sheikh Jamal Al-Dari, said that the visit of the White House Coordinator for Middle East Affairs, Brett McGurk, to Baghdad, which has been ongoing since last Monday, differs from the visits of previous American delegations, in terms of the nature of the files carried by the delegation, and the presence of American personalities linked to the energy file within the delegation. The American mediator, most notably the American mediator in the Lebanese southern border demarcation file, Amos Hochstein, who appeared alongside McGurk during his meeting with Prime Minister Muhammad Shia al-Sudani.
    Al-Dari considered, in an interview with Al-Araby Al-Jadeed newspaper, that the current US military presence in Iraq came as a result of official understandings with the previous government, and is different from what it was after 2003 as an occupation.

    Controversy escalated in Iraq after Al-Sudani's recent stance towards the US military presence in the country, which he considered important in the war on terrorism, especially since the "Coordinating Framework" forces, the ruling coalition in the country since last year's elections, had adopted the demand to remove US forces from the country.
    Al-Dari: The energy file and the tendency to exploit Iraqi gas are the focus of wide attention by Washington
    On the other hand, other Iraqi political forces deal with the file as belonging to security and military accounts, linked to the extent of the country's need for a foreign military presence to stabilize the security of fragile cities and build the capabilities of Iraqi military institutions, warning that dealing with the file politically will have significant negative consequences for Iraq. .
    In his interview with Al-Araby Al-Jadeed, Al-Dhari considered that the current presence of US military forces has changed from what it was in 2003 as occupation forces. And he indicated that “since that date, it changed from occupation forces to support and training forces, then anti-terrorism forces in 2014, but their presence now was based on an agreement with the previous government of Mustafa Al-Kazemi, which allowed the American forces a limited presence inside the country for advisory and training purposes. Therefore, they are present based on formal agreements, and I do not think that the Sudanese government will have a different position on the American forces at the present time.

    Al-Dari believed that “the current visit of the American delegation to Baghdad carried a mission that goes beyond discussing the issue of the American military presence in the Ain al-Assad bases in Anbar and Harir, north of Erbil, due to the nature of the participants in this delegation, most notably the American mediator Amos Hochstein. Therefore, the energy file and the orientation to exploit gas Iraq, whether in the south or north and west of Iraq in this particular circumstance, is a focus of wide interest by Washington, with the repercussions of the Russian-Ukrainian war and the possibility of Iraq being a land source of gas.
    He added, "We believe that this is good for the Iraqis in terms of developing the energy sector and investing Iraq's wealth." He continued, "The official US visits to Iraq are frequent and not new, but I think this visit is different this time, and the presence of Hochstein in particular is remarkable."

    In the context of the confused Iraqi political scene, Al-Dhari considered the recent withdrawals of figures from political forces and blocs, as happened with the “Taqdad” party led by the current Speaker of Parliament, Muhammad al-Halbousi, as part of the general problem in the country.
    Al-Dari explained that “after the last elections, a party that advanced took on several political and humanitarian files, including its promises to Iraqi Sunni Arab voters to pass the general amnesty law, cancel accountability and justice procedures, return the displaced, reveal the fate of the kidnapped and disappeared, and return the people of cities controlled by the groups.” armed forces, such as Jurf al-Sakhr, al-Awja, al-Uwaisat, and others.”
    He added: “But this is what has not happened from it until now, so the cracks began as a result of the coalition’s reneging on its promises, and its interest in political gains related to positions and others, which prompted representatives and deputies in the coalition to leave it, so that they would not be partners in exploiting people electorally, through promises that were not made.” The coalition seeks to implement it after the elections.”
    And he considered that “the files of the return of the displaced, the kidnapped, the general amnesty, and other rights must be given to those who demand them, and the Sudanese has not found a political party that is seriously calling for them yet. Also, Al-Sudani himself is governed by the Coordination Framework Coalition, which does not want to proceed with meeting these files, such as general amnesty, accountability and justice. He added, "The Coordination Framework Coalition should not look at humanitarian, human rights and national files in a zero-sum fashion."

    The emergence of civil forces is a necessity
    Al-Dari revealed that early preparations had begun for the provincial council elections (local governments scheduled for next October), by starting to build a diverse and broad-spectrum Arab alliance.

    He pointed out that “steps in this path have already begun with a meeting sponsored by the Iraqi National Project at its headquarters in Baghdad, and it includes important elites and leaders, including three former parliament speakers to run in the upcoming elections in more than one province and region in Iraq,” stressing that this movement will continue and attract more forces. In preparation for the upcoming provincial council elections.
    Regarding the political scene in the western and northern regions of Iraq, al-Dari considered that “independent civil forces must emerge in the northern and western regions of the country, in Anbar, Nineveh, Diyala, Salah al-Din, Kirkuk, and Baghdad as well, similar to the birth of civil blocs in southern and central Iraq,” pointing out that this The matter is “one of the most important aspects of the Iraqi national project that transcends sub-identities.”
    Al-Dari accused “Sunni Iraqi political leaders” of having “intended to exclude and banish the competencies and civil activists in those areas, and to prevent them from entering independently, as part of their efforts to monopolize the political scene in the Sunni Arab regions, in contrast to the Arab Shiite parties, from which civil forces arose, and succeeded.” in the lead in the last elections.
    He revealed the support adopted by the Iraqi National Project, which he currently heads, for “youth and independent civil movements in the regions of northern and western Iraq, and encouraging them to engage in political action, due to the great desire of the street to see their real representatives in parliament and the political process in general.”

    Al-Dari considered the celebration of the Iraqis in the south of the country for the Gulf guests in particular, and the Arabs in general, who are coming to participate in the Arab Gulf Cup championship currently being held in Basra, as “expressing the sincere national and Arab feelings of the Iraqi people towards their brothers in other Arab countries.”
