The head of the National Wisdom Movement, Mr. Ammar al-Hakim, confirmed today, Saturday, that no executive government can function without effective political and parliamentary support.
Al-Hakim said, at the official memorial ceremony on the occasion of the martyrdom of Sayyid Muhammad Baqir al-Hakim, that "no executive government can function without effective and influential political and parliamentary support, nor can any legislative authority monitor and correct without balanced government interaction and cooperation."
He added, "We are all in one boat..and we will all be evaluated by the pens of history and the notebooks of the nation, and if we do not unite in facing challenges...our political system will not last long, and it will be subjected to more violent shocks than it has been subjected to over the past twenty years."
He pointed out that "the stage of writing the constitution passed through exceptional circumstances surrounded by the concerns accumulated over the years of tyranny, dictatorship, marginalization and the abolition of the other, and this had a clear impact on the nature of some constitutional articles."
He continued: "In light of the political experience and the political maturity and accumulation of the experiences of the democratic path, thinking about reconsidering some constitutional articles has become a serious and necessary matter, and we must stop at it, especially as our country suffers from some structural problems between its political actors, which have become an entry point." for contention and strife.
He pointed out that "the constant resort to interpreting some constitutional articles with each electoral cycle and political stage...has created another commitment in addition to the commitment to the supremacy of the constitution...which is one of the things that causes a weakening of trust and credibility between the parties and partners alike, as we still lack a system My election is fair and unified, not subject to the whims and fluctuations of political winds.”
And he added, "We still lack a decisiveness of the mechanisms of the federal and federal relationship and their practical applications between the federal government and the Kurdistan region, and it is not acceptable to make it a target for liquidations and external interventions, and we also still lack a unified military doctrine, albeit diverse in its security joints."
He stressed, "We must leave the language of questioning the loyalties of our military and security institutions.. and we must be busy developing and professionalizing this diversity and managing it with a purely national philosophy, and we still lack a policy of bridging the gap and the trust gap between the government and the people."
And he continued his speech: "What distinguishes our economic crisis is that its solutions are mainly internal and not external... We do not need significant external cooperation or intervention to solve it... All we need is an accurate diagnosis of treatment priorities, determination and patience to achieve the desired goals."
Al-Hakim stressed, "It is not correct to start from scratch whenever a new government is formed, and it is not correct for the government to be preoccupied with temporary measures (no matter how necessary) at the expense of strategic projects that successive governments participate in implementing, so that each government focuses on a specific priority area." A maximum that it achieves during its executive session, and at the same time prepares the sound structure and successive phases for other large projects. With that philosophy, we can achieve... and we can face crises with a spirit of shared responsibility.
And he added, "We need a large and consistent social revolution between the government and the people.. and between all educational, media and community institutions.. We need a strategy with clear features, goals, and timings to bring about a societal and cultural shift commensurate with the goal of reform and development that we desire for our political and societal system in Iraq."
He concluded by saying: "Which needs governmental and parliamentary focus in developing the educational and educational infrastructure in the country. We have a political generation that was born on the first day of change in Iraq in 2003, and we all have to ask ourselves: Have we paid close attention to what this generation requires and its way of thinking... And because it protects it from the confusion of intruders and the enemies of the country.
