Baghdad: the mainstay of the emirate
The Ministry of Planning and Development Cooperation has expressed its readiness to launch a strategy to reduce the level of poverty in Iraq for the years from
2024-2028, in coordination and cooperation with ministries and government institutions, including the Ministry of Commerce, Labor and Social Affairs.
The ministry had previously announced that the poverty rate in Iraq reached 25 percent of the total population in 2022.
The official spokesman for the Ministry of Planning, Abdul-Zahra al-Hindawi, said in an interview with "Al-Sabah": "The third poverty reduction strategy works to reform the ration card system and work with the Ministry of Commerce to allocate this program to poor families with a review of those covered by this system, because many of them are well-off." Pointing out that "the ministry is about to launch one of the largest economic and social surveys in Iraq, and this survey provides accurate indicators of the level of poverty and areas of concentration in the country."
Al-Hindawi indicated that "the new strategy focuses on two axes: the first is to review and evaluate the work of the social protection network, to ensure that it reaches those who are eligible, and to re-study the level of the poverty line to ensure that support reaches the truly deserving families, while the second axis focuses on reforming the ration card system and working with the Ministry of Commerce." To allocate this program to poor families, while reviewing those covered by this system, as many of them are well-off, and it is better for this support to go to the families who are already eligible.
For her part, Academic Dr. Wafaa Al-Mahdawi stated, "Development policies and programs work to improve the economic situation, which in turn is reflected in the form of a decrease in poverty rates. Therefore, meeting the needs of the poor and empowering them economically and financially requires a large amount of investment and economic growth through expanding food production." ".
It is noteworthy that the United Nations has adopted a definition of poverty, which is the material deprivation of income, health and education, and suffering from exposure to risks such as disease, violence, crime, disasters, exclusion from school, the inability of a person to make his voice heard, marginalization and lack of civil and political freedom.
Al-Mahdawi stated, "Development programs work to improve the ability to obtain financial services, and agricultural growth alleviates poverty by increasing incomes and employment and reducing food prices. Agricultural growth has always been a precursor to industrial growth in a number of European countries and in some other countries."

She pointed out that "there are close links between agricultural growth and the rest of the economic sectors, and these links are evident in the sectors of agricultural processing and food marketing, and these factors together work to reduce poverty rates and raise the standard of living for low-income people."
Al-Mahdawi stressed the importance of "activating the green economy to reduce poverty, which is linked to unequal employment and health care opportunities, as the green economy works to provide various opportunities without depleting natural assets."
