Parliament intends to turn the page on the most important differences between Baghdad and the region
Parliament intends to close one of the biggest differences between the federal government and the Kurdistan region by approving the oil and gas law, taking advantage of the political rapprochement between the components of the state administration coalition that will pave the way for discussion and voting on it according to political promises during the current electoral cycle and with a time limit that does not exceed a year from the date of formation of the government of Muhammad Shia al-Sudani. .
Representative Ali Shaddad Al-Faris said, "The Parliamentary Oil Committee will approach the government to send the amended oil and gas bill to Parliament."
Al-Faris added, "The draft oil and gas law is one of the most prominent projects that the committee is working on preparing and approving."
He pointed out, "The draft oil and gas law is one of the basic tasks of the committee," noting that his committee "will approach the government to send the final draft of the draft oil and gas law, and we are waiting for the answer to come as soon as possible."
Al-Far added, "The government formed a negotiating committee headed by the Deputy Prime Minister for Energy Affairs, the Deputy Prime Minister for Economic Affairs, the SOMO company, and a number of concerned government agencies to negotiate with the regional government regarding the oil and gas law." Al-Faris went on to say that the absence of the oil and gas law is one of the most prominent problems facing the oil and gas sector after 2003.
For her part, Representative Zainab Jaafar al-Moussawi said, "The adoption of the law soon in the House of Representatives will be a radical solution to the dispute over oil wealth between Baghdad and Erbil, and it will regulate all energy files throughout Iraq."
Al-Moussawi added, "There are understandings between Baghdad and Erbil to approve the oil and gas law to take advantage of paragraphs that support the exclusive powers of the federal government regarding oil and gas in Iraq."
On a related note, MP Muhammad Al-Baldawi said, "The oil and gas law is one of the important laws, and the approval of the law will address the problems related to oil between Baghdad and Erbil, and it will be complementary to the existing political agreements, as a result of which the current government was formed."
Al-Baldawi added, "The political will to pass the oil and gas law is available more than ever."
He pointed out, "The meeting of the forces of state administration last, which was held in the office of the leader of the State of Law coalition, Nuri al-Maliki, this week, has seriously discussed the issue in order to approve it in the current session."
In the same context, law specialist Ali al-Tamimi said, “The oil and gas law has not been legislated since 2008 despite its importance and Iraq’s need for it, as Prime Minister Muhammad Shia al-Sudani pledged to pass this law during his time in power.”
Al-Tamimi added, “The aforementioned law regulates economic life and the relationship between the center and the regions,” explaining that “the point of contention in this law lies in the Federal Oil Council, so is it managed by the Prime Minister or by an oil expert?”
He pointed out, “It is better for the Federal Oil Council to be managed by the Prime Minister, as he is the executive responsible for the country’s general policy in accordance with Article 78 of the Constitution, and it is expected that it will be legislated in the coming days.”
