    A government source revealed today, Friday, the most prominent contents of the partnership agreement between Iraq and France


    The source told Alsumaria News, "The Iraqi-French agreement consists of: four chapters, six chapters, and 50 articles, in addition to 64 paragraphs and points."

    The statement added, "This is the first agreement of its kind, after 2003," noting that "this is the most comprehensive agreement between the two countries since 1968."






    He pointed out, "This is the first time that Macron has signed an agreement inside the Elysee Palace (and therefore a clear indication)."

     
    According to the official agency, "the agreement included cooperation between the two countries in the field of sharing experience, strengthening Iraq's capabilities, enabling it to achieve a peaceful democratic transition, enhancing transparency within state institutions, and tangibly combating corruption in all its forms. The policy of positive relations with the countries of the region and the world through constructive dialogue, resolving disputes peacefully, avoiding the use of force, and on the basis of mutual respect, common interests, and the principle of non-interference in the internal affairs of states.


    He continued, "The agreement included strengthening cooperation in the field of environmental protection and combating global warming in line with the objectives of the Paris Agreement, cooperation for sustainable development through the use of environmentally friendly natural resources, the formation of bilateral committees in the fields of defense and security, follow-up on the implementation of annual plans for bilateral defense cooperation, and the strengthening of defense capabilities." The Iraqi military through developing the necessary skills, facilitating the supply of French-made military equipment, in addition to activating the exchange of information and military intelligence between the two parties in a way that does not prejudice the national interest of both.

    He pointed out that "the agreement also constituted technical and operational cooperation between the Ministries of Interior and Justice in both countries regarding combating transnational organized crime, combating drug and human trafficking, combating economic and financial crime, following up on minors returning from terrorist areas, and combating extremism in prisons in both countries, in addition to following up on combating issues." Unregulated migration, as well as cooperation in the fields of economy and trade, and its employment to serve the strengthening of capabilities and the creation of a supportive and enabling environment for sustainable economic development, through the implementation of specific and pioneering projects in all fields of the economy: agriculture, industry, energy, water, transport, environment, tourism, communications and infrastructure, combating corruption and reforming the banking and customs sectors.     He stated that "the agreement included encouraging the investments of French companies, encouraging good governance in the management of natural resources, especially water, developing renewable energies, raising the generating capacities of electric power stations, improving the management and maintenance of the transmission and distribution network to reduce losses, developing generation projects, building new power stations, and working on Implementation of gas investment projects associated with electricity production, implementation of new projects in the potable water and sanitation sector, development of existing projects, enhancement of cadres’ capabilities and transfer of innovative technologies in the water treatment sector, urging the development of partnerships between the public and private sectors, and encouragement of cooperation with French companies specialized in desalination. water and the implementation of water treatment projects, and the improvement of public transportation programs in cities to contribute to the mitigation of harmful emissions through the implementation of appropriate projects through the implementation of the suspended Baghdad metro project.

    And he indicated that "the two countries are working to promote the emergence of an appropriate environment for partnerships between French and Iraqi companies in order to modernize the public and private sectors of industry, and encourage the development of the private sector by supporting Iraqi small and medium-sized projects in all sectors, in addition to facilitating travel procedures between the two countries to enhance trade and economic cooperation." The two countries continue an active and specialized dialogue in the field of agriculture and livestock breeding, promote the sustainable use of agricultural lands in Iraq, encourage the development of agricultural industries and create job opportunities in them, diversify agricultural production, rationalize the use of water, apply modern irrigation methods, and raise livestock in order to enhance food security. In Iraq, providing French expertise in the field of building and modernizing dams, and supporting the development of the pharmaceutical industry in Iraq through cooperation with major French companies in this sector, and cooperation in the hospital construction sector.

    He pointed out that "The agreement included partnership in the field of science, research and culture through the development of Iraqi universities, including the training of research professors, the development of teaching methods and support for digital transformation and cooperation in the field of school education and education through mobility movements, the exchange of educational experiences and programs, support for innovative educational methods, and the development of student mobility movements. Iraq towards France through scholarship programmes, encouraging exchange programs for students, professors and researchers between the two countries and cooperation in the field of culture, media, tourism and antiquities and strengthening Iraq’s efforts and participation in international initiatives in order to protect Iraqi cultural heritage, protect its archaeological sites, modernize Iraqi museums and help Iraq restore its heritage looted, and work to rehabilitate archaeological sites destroyed by terrorist organizations in cooperation, for example, with UNESCO and the International Alliance for the Protection of Heritage in Conflict Areas, and raise the skills of cadresIraqi professionalism in the field of heritage, promoting the exchange of professional experiences between the French and Iraqi media for the written press, television and radio, and supporting creativity in the fields of cinema, theatre, music and literature, through the participation of Iraqi creators in major French cultural events such as the Cannes Festival and the Avignon Festival, and providing political support To open an Iraqi cultural center in Paris and support exchanges in the fields of youth and sports by participating in various sports activities, and ensuring the involvement of youth in exchanges of experience in the field of sports, and working to facilitate the issuance of tourist entry visas for the nationals of the two countries, in accordance with their domestic legislation.

    He explained that "Iraq and France are aware of the common interests that bring them together in facing the dangers of terrorist threats and combating extremism, which requires strengthening their cooperation in the fields of defense, security and combating terrorism, and as a result they sought to conclude a memorandum of understanding on the exchange of information and a memorandum of understanding related to bilateral military cooperation to ensure a situation legally and preventively for military and civilian cadres.
