BAGHDAD - In a move described as important because it could provide thousands of job opportunities and millions of dollars for Iraq, the Iraqi Ministry of Transport announced last week its intention to implement the land transport system for transit and international guarantee known globally as "TIR" transit between exporting and importing countries in the West Asia region (ESCWA). ), indicating the advantages and economic gains that the system will provide through facilitating transportation and reducing its costs.
The TIR system is a land transport system and an international guarantee currently applied in many countries, which enables goods to be shipped from the country of origin through transit countries to the destination country in transport compartments sealed by customs, where they are subject to follow-up through a multilateral system recognized among the implementing countries. for the system.

The National Committee to Facilitate Transportation and Trade in the "ESCWA" region - which is affiliated to the Iraqi Ministry of Transport - discussed with the General Company for Land Transport affiliated to the Ministry of Transport the procedures for implementing the "TIR" system applied in many countries of the world and the region, as it is hoped that its application will contribute to reducing the period of Transportation by about 80%, in addition to reducing costs by about 38%, as confirmed by committee member Abdul Hassan Al-Ziyadi in a statement reported by the Iraqi News Agency (INA).

Mechanism of Action

Regarding its mechanism of action, Al-Ziyadi explained that the system will allow goods to be shipped from the country of origin through countries of transit to the country of destination in transport cabins sealed by customs, while the follow-up of goods will be through a multilateral system recognized by the countries implementing the system.
He pointed out that this method is the easiest, safest and most reliable way to transport goods across multiple international borders, in addition to saving time and money for transport operators and customs authorities, which will contribute to reducing costs for transport companies.
Al-Ziyadi added that the TIR system will contribute directly to the implementation of the main objectives of the Trade Facilitation Agreement of the World Trade Organization (TFA), such as measures aimed at enhancing transparency, providing goods, freedom of transit, customs cooperation, and dissemination and availability of information.
This step comes more than 40 years after Iraq stopped working with the transit system following the outbreak of the Iran-Iraq war in 1980, and a member of the Transport and Communications Committee in the Iraqi parliament, Haitham Al-Fahd, confirms - in an interview with Al-Jazeera Net - that the activation of the transit project raised many questions about the extent of readiness The Baghdad government and its seriousness in re-implementing the system, as well as questions about the actions taken by the government.

application stages

In the context, the Iraqi Ministry of Transport indicated that the Iraqi Parliament approved in 2016 the approval of Iraq's accession to the "TIR" agreement for international land transport established in 1975, and stated that after continuous follow-up by the Ministry of Transport and the Executive Secretariat of the National Committee to Facilitate Transport and Trade in ESCWA, the law was published In the official Iraqi Gazette in 2020, to enter into force at that time.
Based on the foregoing, Ali Ahmed Al-Baroudi, the official of the Coordination and Integration Division in the Executive Secretariat of the National Committee, says, "The Iraqi Ministry of Foreign Affairs was addressed for the purpose of signing the instrument of accession to the agreement and informing the representative of Iraq in the office of the Secretary-General of the United Nations and the International Land Transport Union, so that the actual implementation steps begin with the training of cadres Iraq and how to organize work after signing the instrument of accession.

Objectives

Speaking to Al-Jazeera Net, Al-Baroudi explained that the "TIR" system is working to generalize procedures at the borders to reduce the administrative burden borne by customs and transport and logistics companies, and also aims to reduce waiting times at the borders to save money and time.
Certified "transit" carriers can move goods quickly across multiple customs territories under customs control, using a single guarantee that operators are only required to submit their declaration data once while crossing borders, as each transfer is monitored from start to finish online, according to Al-Baroudi's saying.
Despite the multiple attempts of the Al-Jazeera Net correspondent to communicate with the Iraqi Ministry of Foreign Affairs to find out its procedures regarding reactivating the transit system, he did not receive a response to the communications, while the Director of Legal and Customs Affairs in the Customs Authority confirmed that the authority concerned with the details of the system is the General Land Transport Company in the Ministry of Transport.
With regard to the mechanism of the system's work, Al-Baroudi indicated that it will depend on technology, as details of the shipment will be sent electronically at one time to multiple border crossings before the truck reaches the entry and exit points, indicating that the goods transported under the "TIR" system reach the border in containers. Sealed by the customs office of departure, while the TIR guarantee covers customs duties and taxes at risk.

Applicability

And on the possibility of applying the system, a member of the Parliamentary Transportation Committee, Haitham Al-Fahd, told Al-Jazeera Net - that the issue needs to prepare an integrated infrastructure that accommodates the volume of land transport, indicating that Iraq lacks the necessary infrastructure for that, but the application of the system cannot remain just an idea. Rather, it can be started now to continue its application over a period of years, stressing the need to return Iraq to the dry channel and the dry corridor to link the countries of the Levant and Europe, as he put it.
For his part, the economist Nabil Jabbar Al-Ali believes that it is not difficult for Iraq to implement the "transit" system, and that the matter only requires government approvals, follow-up and supervision of transport paths, indicating that what is required of the government is to provide safe roads that are subject to international technical standards. .
Speaking to Al-Jazeera Net, Al-Ali indicated that Iraq, whose land borders are linked with 6 countries, can invest in its position as a land and air corridor and an effective area for transportation, explaining that the land "transit" system is one of the tools that can be invested to collect fees for trucks passing through its territory, And to activate some services related to these activities, such as land services related to maintenance or rest and fuel stations, and others.

economic gain

As for what the application of the system can provide for Iraq, transport expert Basil Al-Khafaji explained that Iraq enjoys a distinct geographical location linking the European continent with the Asian continent, where the Ibrahim Al-Khalil port (in the north) can provide a major passage for the arrival of Turkish and European goods to the Arabian Gulf and Jordan and vice versa. This reduces delivery time and costs, saving millions of dollars and nearly 10,000 jobs."
In addition, Al-Khafaji believes - in his speech to Al-Jazeera Net - that the system will allow the entry of at least a thousand trucks to transport goods per day, and that the transportation of European and Turkish goods from the Turkish port of Mersin to the Kuwaiti port of Shuwaikh takes 23 days by sea, while it will take 4 days. From Turkey to Kuwait and Saudi Arabia through the Ibrahim Al-Khalil Iraqi land port corridor.
He pointed out that saving time will include Bahrain, Qatar and the Sultanate of Oman, which will receive the goods within 4 to 7 days, indicating that this shortening of time will ensure what he described as the "healthy life" of foodstuffs, as he put it.

In the conclusion of his speech, the transport expert revealed that this strategic project will activate the commercial movement, if implemented, while ensuring that the country will obtain large profits, which are fees for the passage of trucks transporting goods, in addition to that it will send a message of reassurance to attract investments.
Meanwhile, the head of the Baghdad Chamber of Commerce, Firas Al-Hamdani, confirmed - in a statement to Al-Jazeera Net - that the application of the system will provide large economic returns, and that it will eliminate obstacles in import and export procedures.
It is worth noting that the United Nations Economic and Social Commission for Western Asia (ESCWA) is one of the 5 regional commissions established by the Economic and Social Council of the United Nations in 1973. Its main headquarters was the Lebanese capital Beirut, before it was transferred to the Iraqi capital Baghdad in 1982 against the backdrop of the Israeli invasion, then To Jordan in 1991 following Iraq's invasion of Kuwait, to return to Beirut in 1997.
