Baghdad / Obelisk: The description of the head of the Kurdistan Democratic Party, Massoud Barzani, of the Federal Supreme Court as being like the revolutionary court of the Baath regime, sparked widespread confusion about the future of the relationship between the federal government and the region, while opinions believe that all decisions to prevent sending salaries to the region will be ink on paper, as soon as A signal from Washington, Baghdad will acquiesce and send money.
And the Federal Court decided to cancel all decisions of the Council of Ministers regarding the transfer of funds to the Kurdistan region, which prompted Erbil to attack it.
Barzani said that the Federal Court showed an aggressive stance against the Kurdistan region and prevented the sending of sums of money that were to be sent by the federal government, adding that our participation in the coalition (state administration) was on the basis of a clear and detailed program, and all political forces agreed to it.
And he went on to say: Whenever there is a positive atmosphere between Erbil and Baghdad and an opportunity to solve problems, the Federal Court undermines this opportunity with a hostile decision, and it was the cause of complicating the problems, pointing out that it seems that this court is implementing a suspicious agenda that replaces the Revolutionary Court of the previous regime.
And the statement sparked renewed controversy every time, and was met with political and popular rejection, while others considered that the decision of the Federal Court does not serve political stability and will remain a spiral of internal disputes.
The Secretary-General of Asaib Ahl al-Haq, Qais Khazali, said that the judiciary is the pillar of the Iraqi state, and we call for the necessity of respecting and adhering to its decisions, adding: We reject any transgression of its decisions and institutions.
Former MP Ghaleb Muhammad Ali considered that Barzani's description of the judiciary, such as the Revolutionary Court of the Baath regime, is an insult to the Federal Court, calling on the Supreme Judicial Council to take legal action on this issue.
The political researcher, Abd al-Rahman al-Jubouri, addressed the government by saying: You have a thousand ways if you want to subdue the regional government, indicating that not paying the salary of an Iraqi in any part of Iraq is contrary to the constitution and contradicts the right of citizenship.
The representative of the Sadiqun Parliamentary Bloc, Hassan Salem, tweeted, “I thank the judiciary, the patron of the constitution and the governor, for preserving the fair distribution of wealth by annulling the decision to illegally send 200 billion Iraqi dinars per month to the region.”
The leader of the Kurdistan Democratic Party, Masoud Haidar, believes that the decision of the Federal Court does not serve political stability in the country, and keeps Iraqis in a spiral of internal disputes that harm everyone, adding that the decision deprives employees of the Kurdistan region of their constitutional rights to receive their salaries.
The Federal Supreme Court had ruled that the decisions issued by the Council of Ministers regarding the delivery of funds to the region were not valid.
And Prime Minister Muhammad al-Sudani had sent, last month, 400 billion dinars in salaries to the region, while supporters of the framework had attacked former Prime Minister Mustafa al-Kazemi for sending money to the region, but they did not attack al-Sudani for the same procedure.
The writer, Adnan Abu Zaid, believes that all decisions to prevent sending salaries to the region will be ink on paper. As soon as a signal from Washington, Baghdad will acquiesce and send money, considering that such a decision is not in the hands of Baghdad, despite the propaganda media of the Sudanese.
However, there are due questions related to the region's financial behavior, as it does not allow the Office of Financial Supervision to audit the numbers of the region's employees, and there is a lot of ambiguity about the fate of the money from the sale of oil exported from the region.
The Deputy Speaker of Parliament, Shakhwan Abdullah, accused that a party in the state administration was smuggling the dollar, which supported the ban on sending salaries to the region.
Officials in the region say that without this monthly funding, it is very difficult to pay the salaries of hundreds of thousands of employees and retirees in full and without deduction.
The total monthly salaries for the employees of the Kurdistan region require about $616 million, and they are generally provided as follows: oil revenues $350 million, internal revenues $128 million, money sent by the federal government (200 billion dinars) $138 million, according to the Ministry Finance and Economics in the Kurdistan Region.
