The economist expert specialized in real estate affairs, Abd al-Salam Hassan, explained a mechanism to eliminate corruption and introduce additional returns to the state treasury through real estate transactions.
Hassan said in a press interview seen by “Takadum” that “the government is able to take decisions regarding real estate registration departments and municipalities affiliated to the Municipality of Baghdad, and through its decisions it obtains billions to benefit from in maximizing budget resources.”
He added, "Most of the houses in the capital have been cut down, and therefore the state receives sums and fees as fines for cutting areas, which is a violation of the law. However, many violations occur in cases of fraud and bribes granted to the specialized committees that conduct on-site inspections of the house or building."
And Hassan stated, “The government, in order to eliminate corruption, maximize its resources, and achieve benefit for the citizen, it can amend laws and issue decisions that allow sorting real estate bonds so that it eliminates the phenomenon of joint bonds, and through that you obtain additional fees instead of this money going into the pockets of the corrupt.” As these amounts bring to the government more than 90 billion dinars annually.
