The Governor of Najaf Al-Ashraf Majed Al-Waeli announced today, Tuesday, the issuance of an order from Prime Minister Muhammad Shia Al-Sudani to study proposals regarding the decision to own agricultural lands for citizens, while specifying the lands covered by the decision of ownership.
Al-Waeli said to the official agency, followed by Mawazine News, that "the administration of the Holy Najaf Governorate dealt with Cabinet Resolution No. 320 regarding the ownership of agricultural land for citizens with high importance and seriousness, as it is an important decision to organize this file," noting: "We issued, after the issuance of the decision, an order for each Administrative units, including district administrators and district directors, to start conducting surveys.
He added, “When the decision was officially received in the governorate, we held an extensive meeting with the directors of administrative units throughout the governorate, northern and southern real estate registration, state real estate, and urban planning,” noting that “
Al-Waeli continued: “Through the meetings, we went in two directions, the first of which is to deal with the clear items of the decision, which will be applied directly. As for the items that need legal inquiries, we fixed them separately, and they were presented to the Coordinating Body during its meeting with the Prime Minister, who ordered the study of these proposals, and currently awaiting the arrival of the controls.” He explained: "We are continuing the inventories and directing the administrative units to limit and amend the design in order to submit applications for appropriation of these lands from state real estate to the municipality in order for them to be owned by their occupants."
Al-Waeli pointed out that "the points that were identified in the inquiry include the areas covered by ownership, and the first points were adherence to the limits of design or expansion. As for the other points covered by the inquiry, they are about forms of contracting or occupancy of agricultural lands, as each inquiry has a legal treatment that differs from the other. So we need clear controls."
He pointed out that "the decision pertains to lands owned by the state and does not include archaeological areas or lands of public interest, such as public roads and irregular construction, because they need special controls, which is one of the inquiries that were raised and we are waiting to receive instructions regarding them."
He stated that "regular residential neighborhoods that include streets, squares, and residential blocks are covered by ownership." End 29/M99
