    Shafaq News/ The Iraqi Council of Ministers approved, on Tuesday, a package of decisions issued by the electric energy file and revitalizing the national economy.
    In a statement received by Shafaq News agency, the media office of the Prime Minister stated that the Prime Minister, Muhammad Shia'a Al-Sudani, chaired the fifth regular session, in which the most important public issues in the country were discussed, and issues on the agenda were discussed and decisions were issued regarding them.



    In the framework of continuing work to develop the electricity sector, and removing obstacles facing the work programs approved for implementation, the Cabinet approved the following:
    1- The Ministries of Planning and the Ministry of Finance include projects according to priorities and over multiple years, and provide the necessary allocations and funding to proceed with the projects to be implemented, in accordance with the principles of cooperation.
    2- Authorizing the Minister of Electricity with the necessary powers to proceed with implementation, with the exception of the contracting methods stipulated in the instructions for implementing government contracts, in a manner that guarantees speedy completion.
    Also in the electricity file, the Council of Ministers agreed to amend Cabinet Resolution 189 of 2021, so that all debts owed by the Maysan Energy Company Limited and Al-Amarah Energy Company Limited, which are wholly owned by the "Rabban Al Safina" Company for Energy Projects Limited, will be extinguished in favor of the General Company for Ports of Iraq as a result of the accumulation of electricity. The imported equipment for the two projects for the construction of the Maysan investment station and the construction of the Al-Amarah complex station in the port of Umm Qasr, based on the provisions of Article 46 / IX of the Federal Financial Management Law 6 of 2019 as amended, and Cabinet Resolution 28 of 2020, provided that there is a financial allocation equivalent to the amount of amortization, and that The Ministry of Electricity bears full responsibility for the validity of the aforementioned company's claims regarding the affiliation of the goods to the two aforementioned investment projects.
    The Ministry of Transport / the General Company for Iraqi Ports was obligated to secure the financial allocation, which is equivalent to the amount of extinguishment according to what was stated in the letter of the Ministry of Finance, in a way that guarantees the rights of all parties, provided that the Ministry of Electricity does not bear any costs. The fact that the reasons for stopping the two aforementioned projects occurred outside the will of all parties due to the coercive circumstance of the Covid-19 pandemic at the time.
    The Cabinet approved the recommendation of the Ministerial Council of Economy regarding adjusting the prices of petroleum products for private and mixed sector projects, according to the following:
    1- The price of the black oil supplied to the oxidized asphalt plants shall be at 35% of the price of the international bulletin, provided that the price of one ton does not exceed 250 thousand dinars, and with a quantity of 70-100% of the design capacity.
    2- Factories that receive black oil at a price of 100 thousand dinars per ton, the situation remains as it is.
    3- For the rest of the factories, the price will be 150 thousand dinars per ton.
    4- Requiring all oxidized asphalt factories and other factories to register their workers with the social security departments within 4 months, otherwise they are not supplied with fuel.
    5- The decision will be reviewed after 3 months, and it will be implemented from February 10, 2023.
    In order to develop the civil aviation sector and air transport in Iraq, the Council of Ministers approved the following decision:
    1- Amending the first paragraph of Cabinet Resolution 332 of 2019, according to the following:
    - Contracting by the Civil Aviation Authority with a number of experts from IATA, the International Air Transport Association, or ICAO, the International Civil Aviation Organization, or in the form of a single contract with international or local experts, for the purpose of developing the aviation and air transport sector in the areas of flight operations, air navigation service, licensing Airports, aviation security, airworthiness, licenses for civil aviation personnel, aviation medicine, and the value of the contract amount is paid in one lump sum as an exception to the instructions for implementing government contracts, if the contract was concluded with the International Civil Aviation Organization "ICAO" for the reasons indicated in their letter.
    2- Financing the Ministry of Finance, 15 billion Iraqi dinars, to the Iraqi Civil Aviation Authority for the wages of experts and consultants.
    The Council of Ministers also agreed to finance the Ministry of Finance, an amount of one billion and 500 million dinars, to the Civil Aviation Authority, to address the lack of financial allocations and the approaching date of the security audit of the authority.
    Regarding what came in the letter of the House of Representatives to finance covering the costs of convening the 34th Conference of the Arab Inter-Parliamentary Union, which will be hosted by Iraq, the Council of Ministers agreed to finance the House of Representatives at an amount of two billion and 500 million dinars. The funding will be from the actual expenditures of the House of Representatives for the previous year, provided that the funded amount is settled within the Parliament’s budget for the year 2023. All logistical requirements are provided, in coordination with the relevant ministries and authorities.
    The Cabinet discussed other issues on the agenda, and approved the following:
    First / The Ministry of Finance is responsible for securing the wages of the experts to be contracted with from the Federal Bureau of Financial Supervision, five billion dinars, to fulfill the assignment issued to it according to the decision of the competent court to calculate the share of the state treasury amounting to 18% of the revenues generated from mobile phone companies to date, provided that the aforementioned Bureau is specified. The required amounts, in implementation of what was stated in the book of the Federal Office of Financial Supervision.
    Second / Approval of the draft law of the second amendment to the law of the Ministry of Labor and Social Affairs, which was audited by the State Council, and referred to the House of Representatives, taking into account the remarks of the legal department in the General Secretariat of the Council of Ministers, and the remarks of some members of the Council of Ministers during the meeting session.
