    [size=45]Yesterday, Tuesday, deputies confirmed that the delay in sending the budget to parliament came at the request of Prime Minister Muhammad Shia’a al-Sudani in order to compare the project with the government curriculum, expecting it to arrive next week and speed up its approval, relying on previous agreements between the forces of the State Administration coalition.[/size]
    [size=45]Representative Moeen Al-Kazemi stated, "The delay in sending the budget to the House of Representatives came at the request of the Prime Minister, Muhammad Shia'a Al-Sudani."[/size]
    [size=45]Al-Kazemi added, "The government will seek, during this period, to review the project and find out the extent of its conformity with the ministerial curriculum that Parliament voted on."[/size]
    [size=45]He pointed out, "Expectations indicate that the Council of Ministers will vote on the law in the coming days, and perhaps it will reach Parliament during the next week."[/size]
    [size=45]Al-Kadhimi talked about "making some amendments to the project prepared by the Ministries of Finance and Planning, in order to make it compatible with the ministerial curriculum."[/size]
    [size=45]It is not expected that "the House of Representatives will delay much in conducting discussions on the law, by virtue of the previous agreements on the basis of which the government was formed between the parties to the State Administration coalition."[/size]
    [size=45]And Al-Kazemi went on, that "everyone agrees on the importance of approving the budget and not disrupting it, because it represents the people's sustenance and the real platform through which the projects promised by the government will be implemented."[/size]
    [size=45]For his part, MP Amir Al-Mamouri said, "The budget has not yet reached the House of Representatives."[/size]
    [size=45]Al-Mamouri added, "There is pressure exerted by the deputies on the government for the purpose of expediting its dispatch and voting on it if it achieves the required strategic plan."[/size]
    [size=45]He pointed out that "last year did not witness the adoption of a budget, and the law for 2023 was scheduled to arrive before the end of the second legislative term in order to cancel the holiday."[/size]
    [size=45]Al-Mamouri pointed out, "The information we received indicates that the law will reach us from the government next week, but there is nothing official until now."[/size]
    [size=45]He noted that "Parliament will have a special vision regarding this important law in line with the ministerial platform that was voted upon when confidence was granted to the government."[/size]
    [size=45]Al-Mamouri explained, "The delay in sending the law is due to political reasons aimed at distributing expenditures to the sections of the budget."[/size]
    [size=45]And he called, to "take lessons from the past when the budget approval was delayed, and because of this delay's negative effects on the Iraqi citizen in general."[/size]
    [size=45]And Al-Mamouri said, "The distribution of expenditures to public units, whether ministries, local administrations, or the Kurdistan region, should be in accordance with social justice and a vision that achieves the desired goal and strengthens the infrastructure of society."[/size]
    [size=45]He pointed out, “The need for the budget law to be in accordance with a strategic plan and vision, and to carry with it projects to advance the Iraqi reality and provide services.”[/size]
    [size=45]And Al-Mamouri concluded, that “the representatives in general did not see the budget, and perhaps those who were briefed are the blocs that formed the government and have contact with it.”[/size]
    [size=45]On a related note, MP Omid Mohamed blamed “the federal government for delaying the approval of the budget because it has not been sent to Parliament until now.”[/size]
    [size=45]Muhammad continued, "The law was supposed to reach parliament in the previous legislative term, but the government's will was not directed towards that at the time."[/size]
    [size=45]He explained, "The election of parliamentary committee chairmen will pave the way towards untangling the budget knot and sending it."[/size]
    [size=45]And Muhammad indicated, "The political blocs have been focusing their dialogues during the past days on sharing the positions of the president and his first and second vice presidents for each parliamentary committee."[/size]
    [size=45]And he stated, "The road has become clear today for sending the law after this task has been accomplished by the political blocs."[/size]
    [size=45]Muhammad did not hide «many political differences over the law, especially regarding the share of the Kurdistan region and the issue of appointments in state departments and strategic projects».[/size]
    [size=45]And he stressed, “The House of Representatives, after receiving the budget, will begin its discussions on it, and it may reduce the total amounts or transfer between its sections, as for the increase, it must take the government’s opinion.”[/size]
    [size=45]Muhammad concluded, "All circumstances and data indicate that the current year will witness the adoption of the budget law, and it will not be the same as its predecessor."[/size]
    [size=45]While MP Muhammad Al-Shammari went on to say that “the budget march has been prolonged, and there are several reasons that led to the delay in its arrival to Parliament.”[/size]
    [size=45]Al-Shammari continued, "The first reason is the accumulations of previous governments and the lack of financial inclusion for many files."[/size]
    [size=45]He pointed out, "The ministerial platform of the Sudanese government is very broad, which requires consideration of the budget on the basis of this platform."[/size]
    [size=45]Al-Shammari talked about “other problems with the Kurdistan region regarding its share,” and believes that “all these factors led to a delay in the arrival of the budget to the House of Representatives.”[/size]
    [size=45]And he expresses his hope that all these differences will be resolved as soon as possible, “in order to send the project to Parliament and proceed with its approval.”[/size]
    [size=45]Al-Shammari revealed, “The budget includes about 200 trillion dinars, and it will not be more than that, and it may reach 220 trillion.”[/size]
    [size=45]And he stressed, "the importance of the government moving to diversify the state's financial revenue and not relying on oil alone."[/size]
    [size=45]And Al-Shammari went on, that «oil prices cannot be predicted in advance, as they may change according to many data, including supply and demand, and we do not want to be facing a deficit that cannot be covered.”[/size]
    [size=45]The ministerial curriculum of the Sudanese government had included a number of paragraphs, the first of which was the acceleration of approving the budget law.[/size]
