    Economy News - Baghdad
On Wednesday, the Federal Integrity Authority recommended unifying procedures at border crossings and not allowing entry of goods without conformity certificates, and for the General Authority of Customs to coordinate with the relevant authorities for this purpose.
And the authority stated in a statement, that “the authority’s prevention department, and in a report prepared by it on the visits made by its field team to the Border Crossings Authority and the Central Agency for Standardization and Quality Control, regarding the presence of imported goods and products in the local markets for which conformity certificates were not issued in the country of origin, confirmed The weakness of the role of the concerned authorities in checking conformity certificates at the border crossings, indicating the accreditation of (4) companies from Britain, France, China and the UAE by the Central Agency for Standardization and Quality Control in the process of pre-examination in the country of origin and the issuance of a certificate of conformity.
The statement added, “In the report, a copy of which was sent to the Prime Minister’s Office, the General Secretariat of the Council of Ministers, and the Ministries of Planning, Interior, and Finance, the department suggested reconsidering Cabinet Resolution No. (60 of 2014), which includes not confining dealing with testing companies contracting with the Central Agency for Standardization and Quality Control.” In the examination of goods, which authorizes ministries and agencies not associated with a ministry to approve companies other than those contracting with the Central Agency, in order to achieve the principle of transparency and non-monopoly, which led to ministries contracting with substandard examining companies.
The report stressed, according to the statement, that “the General Authority for Customs and Border Crossings sends random samples of imported goods and products to the Central Organization for Standardization, to examine them and indicate their conformity with the approved specifications, and not to allow the entry of those who do not conform to the specifications and without a certificate of conformity, and to take the necessary measures to destroy them or return them to the supplier.” Pointing out that the Central Agency prepared a list of goods and products that it monitors in the markets without a certificate of conformity and sent it to (the Border Crossings Authority, the General Authority of Customs, the National Security Agency - Economic Security Directorate, the Ministry of Interior - Economic Crime Directorate, and the Ministry of Commerce - the General Company). exhibitions and Iraqi commercial services), and his emphasis on making market tours, proved the existence of the same goods, which indicates that no action was taken by the aforementioned authorities.
The report called for "the importance of unifying the customs procedures with the Kurdistan region; to control the materials entering illegally and re-establishing the customs points with the governorates of the region," noting the "confirmation of the customs authorities, the ports and the Central Organization for Standardization that most of the goods enter through the ports of the region without a certificate of conformity and non-compliance." subject to the supervision of the concerned authorities.
The report suggested, "The Central Agency for Standardization and Quality Control should study the possibility of establishing laboratories at the border crossings to examine the imported goods, in addition to (the National Security Agency, the Ministry of Interior - the General Directorate for Combating Organized Crime, and the Directorate of Controls and External Roads) verifying the validity of import procedures in the markets." stores, in coordination with the Central Agency.
