    [size=45]The Parliamentary Finance Committee in Parliament is heading towards issuing a decision obligating the Cabinet to expedite sending the draft federal budget law for the current year, which was not voted on despite the current government entering its fourth month, expressing its surprise at this delay, stressing the need to approve it with articles that do not contribute to an increase deficit, and reduce dependence on foreign loans.[/size]
    [size=45]The Finance Committee also spoke about the importance of the project coming in conformity with the ideas of the ministerial curriculum, which Parliament voted on when it gave confidence to the government of Muhammad Shia' al-Sudani, demanding the implementation of promises related to providing services to the Iraqi people.[/size]
    [size=45]And the deputy head of the committee, MP Ahmed Mazhar Al-Jubouri, stated that “the time has come for the government to send the budget law after it was very late in that.”[/size]
    [size=45]Al-Jubouri continued, in a statement to (Al-Mada), that «official books will be issued by the Finance Committee directing them to the government in order to send this law, whose arrival was delayed for about four months».[/size]
    [size=45]He pointed out, "The continuation of the situation as it is now, will put us in danger, which is the passage of the second year in a row without approving the budget law."[/size]
    [size=45]Al-Jubouri pointed out, "The committee may go to issue a decision obliging the government to send the law in the coming days."[/size]
    [size=45]He is ignorant of "the real reasons that push the government to delay sending this project, which affects the lives of citizens."[/size]
    [size=45]Al-Jubouri stressed that "all the deadlines stipulated in the provisions of the constitution and the law for sending the law have expired."[/size]
    [size=45]He demanded, “The government realizes the importance of this law; It touches the toiling and poor classes, employees, retirees, those covered by social care, and the rest of the middle segments of society.[/size]
    [size=45]Al-Jubouri concluded, “The parliament’s aspiration is that this law be sent during the current week at the latest, so that we can study it carefully and for a reasonable period of time during which we can identify observations and make appropriate amendments, and then submit it to a vote.”[/size]
    [size=45]For his part, another member of the committee, Representative Mustafa Al-Karawi, said, "The committee held its first meeting with the elected permanent presidency, and discussed the most prominent file, which is the budget law."[/size]
    [size=45]And Al-Karawi continued, to (Al-Mada), that “Parliament was aspiring to receive the budget as soon as possible, and before the end of last year, and it had previously extended its legislative term with the same hope, but it did not receive the law either, and today it enters its new chapter in the same situation.”[/size]
    [size=45]He pointed out, "The political repercussions and the disruption that accompanied the elections led to a delay in sending the budget until the present time, but this situation should stop in conjunction with the high prices witnessed by the Iraqi markets as a result of manipulation of the dollar exchange rate."[/size]
    [size=45]Al-Karawi explained, "The Finance Committee hopes that we will have a programmatic budget that deals with developing the Iraqi economy and providing services."[/size]
    [size=45]He pointed out, "Communication with the government is present, but the council's regularity in recent times has been weak."[/size]
    [size=45]And Al-Karawi added, "A number of deputies, either individually or in groups, conducted visits to the Ministries of Finance and Planning during the last period regarding the law."[/size]
    [size=45]And he stressed, “The information available to us indicates the existence of a draft budget that is in harmony with the paragraphs of the ministerial platform,” calling on the government to “realize that it will be held accountable for all the paragraphs that were included in its ministerial platform and voted on by Parliament; Therefore, it must improve budget management in order to implement all promises.[/size]
    [size=45]And Al-Karawi continues, “The Finance Committee will support the government in approving the budget, given that the latter is the one who prepares the project. As for the committee, its role is to study and approve the paragraphs.”[/size]
    [size=45]And he added, "There are a number of issues that will be taken into consideration when discussing the budget, which are the determinants stipulated in the amended Financial Management Law No. 6 of 2019 and the requirements of the economic and service reality of Iraq and not going towards widening the deficit gap to maintain the movement of cash."[/size]
    [size=45]And Al-Karawi goes on to say that “the budget figures have not yet reached us officially, but we are looking forward to preparing them in a good way, with a reduction in foreign loans.”[/size]
    [size=45]And he talked about "the possibility of the law arriving before the middle of this month, and we are ready to discuss it and seek its approval."[/size]
    [size=45]Al-Karawi concluded, "The House of Representatives will not take long to complete its tasks on the law after its arrival, and therefore the voting process will be as fast as possible."[/size]
    [size=45]And the Prime Minister, Muhammad Shia’ al-Sudani, had confirmed that he “desires a budget that is compatible with the government program and not like the previous budgets that were approved, as it is not reasonable to put forward a program, priorities, and the budget in another valley,” pointing out, that “all previous mistakes were the incompatibility of the budget with government programmes.[/size]
    [size=45]Al-Sudani pointed out, “There are clear projects within the priorities set within the general budget, and this is the first point. As for the second, it is addressing many problems over the past period, which are related to contracts, wages, confirmation, etc., and these are cost accounts that must be included within the budget. As for the third, real reforms have been put in place and funds have been established. Mission, including a fund for the poorest provinces and the Iraq Fund for Development, which we rely on in a real development renaissance to solve housing and school problems, and these matters need to be studied to provide a budget that meets what we promised.[/size]
