A member of the Iraqi Parliament, Sahira al-Jubouri, addressed a letter to the Iraqi Prime Minister, Muhammad Shia’ al-Sudani, complaining about the corruption of the acting governor of Kirkuk, Rakan al-Jubouri, and his encroachment on the powers by exploiting the position, his exclusivity of power, appointing his relatives and creating strange positions, calling for immediate intervention and stopping these practices. .

Sahira al-Jubouri said in the book: “We inform you that the governor of Kirkuk has encroached on all powers and acted in the province as if he was a prime minister in Kirkuk, ignoring all the foundations of democracy personally, dictatorially in dealing with deputies, ignoring Parliament Resolution No. (27) of 2019 and the second amendment to the Provincial Councils Law Article III gives the oversight role to the deputies over the work of the governorate.

And she added, “The governor of Kirkuk insists on monopolizing power, taking advantage of Kirkuk’s national status and competing in it, and he exploited his job and assigning positions, the share of the Arabs in Kirkuk, to those who owe loyalty to him personally only, and even creating Western positions in Kirkuk, including the head of the advisory board, and appointing his cousin who was previously isolated for corruption cases.” The position and the transformation of this body into something similar to the Commandments Authority over Kirkuk, as if the city had no representatives for the Arabs.

She referred to the governor’s book on “appointing a person to the position of director of the Abbasi district, ignoring the nominations of deputies and ignoring all laws on this subject. Rather, the appointed person is an employee in the Ministry of Agriculture, so how can an employee in a ministry be assigned to work in another place and at a higher level without the approval of his auditor?”

And she called on the Council of Ministers to “take the necessary action as far as the matter relates to you, as if the governor is a higher authority even than the Council of Ministers, noting that this abuse of the position is not the first of its kind, and we have tried repeatedly with him to change the method of monopolizing power, but to no avail,” indicating: “We ask for immediate intervention and stopping this decision and refer the matter for investigation immediately.”
