People with special needs are demanding an increase in their salaries and linking their bodies to the Council of Ministers
Dhi Qar / Hussein Al-Amel
People with special needs in Dhi Qar called for an increase in the salaries allocated to them and the breadwinner in charge of their care, and to provide homes for people with severe disabilities and a friendly environment that takes into account their life requirements, stressing the importance of the association of the People with Disabilities with the Prime Minister. People in this segment complain about not receiving adequate care and the decline in the level of services provided to them under unsuitable economic and living conditions.
Muhammad al-Nasseri, one of those with almost complete disability, said in an interview with (Al-Mada) that “people with special needs and their families have been suffering for many years from injustice, marginalization and injustice.”
Al-Nasseri called, “the central government, parliament, and the Labor and Social Affairs Committee in the House of Representatives to allocate a rewarding monthly salary for people with disabilities instead of the subsidy, which he described as shameful and humiliating for people with disabilities.”
He stressed the importance of "allocating the salary according to the degree of disability, including the disabled with health insurance, securing other supplies such as electric wheelchairs, and providing the necessary treatment, whether inside or outside Iraq."
In her turn, Saadia Muhammad, who has special needs and suffers from paralysis of the lower extremities, supported what Al-Nasiri went to, and said to (Al-Mada), that "the members of this segment receive salaries that do not cover even a small part of their daily expenses."
And she emphasized, “The salary that I receive is 125,000 dinars per month, and this amount does not even cover the price of the treatment that I receive on a daily basis.”
And Muhammad stated, “Many people with disabilities need daily treatment or weekly or monthly physiotherapy sessions, which is beyond their financial capabilities.”
Muhammad stressed the importance of "including the handicapped in the distribution of plots of land, similar to other social strata," and asked, "Do they want us to live in the street?"
And she went on to say that “the rights of disabled women are still undigested, whether in education, health insurance, housing, or shelters.”
Muhammad called on the Ministry of Higher Education and Scientific Research to allocate special study seats for people with disabilities.
And she demanded, “to provide them with electric chairs, sticks for the blind, and prostheses from time to time, as they are in dire need of them in their daily movement.”
Ahmed Hassan, a breadwinner for one of his family members with disabilities, demanded that “the concerned authorities look sympathetically and care for people with special needs and their families by increasing the salaries allocated to the disabled and the breadwinner,” pointing out that “the breadwinner’s salary of 170,000 dinars is not sufficient and unrewarding.”
He expressed his hope to “separate the Authority for Persons with Disabilities from the Ministry of Labor and make it an independent body linked to the Prime Ministry.”
Hassan believed that "the large numbers of disabled people in Iraq require the creation of a special body with sufficient powers and allocations to take care of them and not leave them in the wind."
And he stressed, “Giving the segment of the disabled job grades allocated to them according to the laws in force, similar to the rest of the social segments,” noting that “there is fraud in this field that deprives the disabled of his legal and legal right.”
Due to what it witnessed from the long and successive wars waged by previous governments, with neighboring countries and international parties, as well as the violent events after 2003, Iraq is considered one of the most countries that includes people with special needs, as civil society organizations interested in this segment estimate their number to be more than two million people.
Dozens of people with disabilities in Dhi Qar have demonstrated this week in front of the parliament office building in the province, calling for improving their living conditions and securing their health requirements. Lands for them, amending the People with Disabilities Law and the Unified Retirement Law in a way that is fair to the disabled and the disabled heir, and increasing the full-time breadwinner’s salary.
They also called for providing housing, education and a friendly environment for people with disabilities, ending the marginalization of this segment, including them with health insurance, and allocating wheelchairs for them, not to mention including the deaf and dumb with the full-time breadwinner's salary.
Local and foreign studies indicate that the suffering of people with special needs in Iraq is not limited to poverty and lack of attention to them, in terms of the provision of prostheses, wheelchairs and rehabilitation centers, but also the weakness of psychological services because many of them suffer from deteriorating psychological conditions due to the absence of follow-up on their condition.
