    The Parliamentary Finance Committee reported, on Monday, that reducing the dollar exchange rate will make last year’s revenues about 135 trillion dinars, pointing out that the budget deficit in light of these changes will be determined at about 35 trillion dinars, which will be covered by several outlets, including the remainder of the emergency support law for food security. and development that Parliament voted on last year.

    Committee member Mueen Al-Kadhimi said (February 13, 2023), “The final draft of the budget law for the current year was decided a month ago, but the amendments that took place in order to make them compatible with the ministerial curriculum and then reduce the exchange rate of the dollar to 1,300 dinars necessitated the Ministries of Finance and Planning to reconsider Calculating the project on the basis of these variables.  


    And Al-Kazemi stated, "The Finance Committee hopes that this budget will be equal in terms of revenues and expenditures," explaining that "last year's revenues were about 149 trillion dinars, and with the devaluation of the dollar, it reached 135 trillion."He called, "a limited and reasonable deficit situation.
    " And it was covered by available means.” It is expected that “the total budget amounts for this year will be between 165 to 170 trillion.”  


    Al-Kadhimi noted, "The deficit of 30 to 35 trillion dinars will be filled from various gates, whether through the surplus reserve balance or the money recovery program that the government is working on during the current year, in addition to the remaining funds from the Emergency Support Law, Food Security for Development No. (2) For the year 2022, amounting to 9 trillion dinars for the development of regions, these sums have not been disbursed until the present time.  


    He hopes that "all the budget's belongings will be approved by the Council of Ministers and then approved by Parliament during these two months, so that we can start implementing it in early April."  


    Al-Kazemi pointed out, "The government will hold its regular session tomorrow, Tuesday, and we hope to present the project during it and then approve it."  


    And he stated, "The Finance Committee, after the budget reaches it, will study it and follow up on its amounts with the relevant ministries to find out what each one of them needs. It had a meeting with the Ministry of Electricity recently, in which it was briefed on the needs of the electricity sector and will work to include them in the budget."  

      
    Yesterday, Sunday, the Parliamentary Finance Committee issued a warning regarding the budget, while calling for an urgent joint session.  


    Committee member Nermin Maarouf warned, in a statement, of which "NAS" received a copy (February 12, 2023), against "delaying approving the budget, while calling on the Prime Minister to hold an urgent joint meeting between the Finance Committee and the Council of Ministers, including the Minister of Finance, to resolve and bypass all problems in the budget law. In order to ensure that it is passed urgently within the appropriate period to ensure its implementation and to achieve the aspirations and rights of the Iraqi people in all its sects.  

      
    Nermin explained, "Her invitation to hold this meeting comes due to the sensitive and influential circumstances and crises in Iraq and the region in order to fully discuss the budget with the Parliamentary Finance Committee in order to present observations and proposals of the House of Representatives on the budget and its amendment by the government before voting on it in the Council of Ministers."  
      
    And she stressed that "it will ensure that the budget is not returned by the House of Representatives to the government, thus expediting a vote on it in the House of Representatives, publishing it in the official newspaper, and issuing instructions for its implementation and circulating them to ministries, government agencies and related bodies."  
      
    And she stressed that "the budget includes the rights and entitlements of all segments of society, most of which are suspended due to the delay in sending the budget to the House of Representatives, warning that there is no longer time and that next month is the last month to approve and legislate the budget law within the timelines in order to provide the appropriate time to implement its provisions and paragraphs without delay." and thus delaying the return of most of its sums to the state treasury.
