    We followed the case of (Karbala Canning Factories), an investment project, and why the launch of the establishment and construction of new production lines for food industries, which are valued at tens of millions of dollars (paid by the investor), was delayed, and how the work of (the investor) was restricted, and what is the relationship of (the holy Husseini shrine) By insisting on appropriating the land of the industrial project (Karbala canning), and what is the Karbala municipality’s response to the violations in the Karbala court’s decision and the position of the Ministry of Industry represented by Minister Khaled Batal, and the investor’s story about providing 5,000 job opportunities in the event that the obstacles to starting the project are removed.

    As a journalist, I follow closely what I receive, or what I investigated, when I study most of the (project) files and official documents issued by the Ministry of Industry, the investor of Karbala Canning Factories, the Karbala Investment Commission, the Karbala Municipality, the decision issued by the Karbala Court of First Instance, as well as the books issued by the House of Representatives. Al-Iraqi shows us the following;
    The Ministry of Industry and Minerals had previously contracted with (Karbala Canning Company for Foodstuffs Ltd.) by selling the assets and constructions of the factories, including (machines, equipment and buildings) and for the purpose of keeping pace with modern mechanization, supporting the national economy and supporting the local product, and based on the company’s request submitted to the Karbala Investment Commission, the company obtained approval The Ministry of Industry to grant the company an investment opportunity for the purpose of developing Karbala canning factories.
    to mention; The entire land on which factories (Karbala canning) are built belongs to the Ministry of Industry according to a decision issued by the previous authorities (251) on 3/24/1973. (document)..
    The Karbala Canning Factories Company was granted the investment license No. 119 on 5/25/2021 from the Karbala Investment Commission for the purpose of (managing, operating, modernizing and maintaining Karbala canning factories). document (concluding a contract).
    Here is the story
    (Karbala Canning Company) started work because it obtained the investment license and reached a completion rate of 20 percent of the development work, and according to the report of the technical and economic committee formed in the Karbala Investment Commission, approval was obtained to own the entire land on which the aforementioned factories were built based on the provisions of Cabinet Resolution No. (234) ) for the year 2019 as well, based on the provisions of Article (10/First/Second/A/2) of the amended Investment Law No. (13) of 2006 and Article (4/Third/B) of the Investment Regulation No. (6) of 2017.
    The whole of the land was owned by the company as an industrial project according to the book of the Karbala Investment Commission / Legal Section No. 1744 on 12/6/2021, and the purchase allowance was paid to the owners, including the Ministry of Industry.
    The conflict over the factory land
    The (Secretary General of the Holy Shrine of Al-Hussainiya) filed cases 65-75-61-62 / BC 2022 before the Holy Court of First Instance of Karbala for the purpose of (appropriating) the lands on which the factory (Karbala canning) is built. .
    Here all investment activities stopped
    As the court's decision came at the request of (threshold), and it was found that there were many legal violations, including

    Where it considered that the request for expropriation by (Al-Hussainiya Shrine) is an explicit violation of the text of the law, and the municipality discriminated against the Karbala Court of First Instance decision to return the land to the investment project.

    According to the conversation with the investors, this project, if the abuses are lifted, its launch will provide up to 5,000 job opportunities, and with an investment of tens of millions of dollars, the state will not pay a single dinar, but on the contrary, the state will get revenues from the project.
