    because Iraq is a theater of military operations for "Daash," it tomorrow the formation of the Iraqi government is a prerequisite for the United States and other Western countries, in order to direct the formation of a global alliance against al "Daash" terrorist , includes in addition to these countries other countries Arab and Islamic countries, to provide cover political, religious and financial operations that the coalition wants to wage against this terrorist organization. 
    But despite the importance of this alliance, and the need to engage the Iraqi government which for the sake of the Iraqi people, but that the government that also puts a special plan to combat terrorism inside Iraq, within the Global Alliance, in order to get out of Iraq a satisfactory outcome for the benefit of national security rather than to be a participant, and by, the government of the new Iraqi them not to wait to initiate others to help them, but must be the initiative to request support and assistance, according to the obligations set forth internationally in such cases, as they must be actively involved in the fight against terrorism, to others that look to the needs of security within Iraq as one of the most important goals of the alliance, which intend to create it, so it is not Iraq loin weak in it. 
    To make it easier for the government to do what their obligations, it would have included the establishment of a national alliance of all Iraqi forces from different spectra and trends, in order to ensure national consensus on this great work, despite the importance of the alliance outside, but there is also a need for the Alliance of internal, In order to integrate the international effort with the local voltage in the fight against terrorism. 
    Given that the main objective of the Global Alliance, is the fight against terrorism at the international level, the ridding Iraq of it, will not be done without additional efforts stem from the potential and energies of Iraq, which requires the preparation of a security plan to accommodate this goal Big on both the near and long term, and include vocabulary processing, training and fighting. 
    that the core voltage of the Iraqi government, we must focus on the Iraqi interior without ignoring what is happening in the outside or in the neighborhood, because each of them reflected on the other, in order to provide a safe environment for a national project long term, ensure a normal life for all Iraqis, without exception, need to be prescribed for the national security, and security need to be a national project, all of them complements the other and each other based on the survival and permanence.
