    Special Online Briefing with Combined Joint Task Force Command's Operation Inherent Resolve Commander, General Matthew MacFarlane, and Deputy Assistant Secretary of Defense Dana Stroul
    Bottom line: Major General Matthew McFarlane, Commander-in-Chief, CJTF-OIR, and Deputy Assistant Secretary of Defense Dana Stroul provide an update on the ongoing Defeat-ISIS mission, including a briefing from the month prior to Operation Inherent Resolve and the future of the Coalition Mission and Partnership with the SDF. They also receive questions from participating journalists online.
    Major General Matthew McFarlane: Peace be with you. It is an honor to be here to discuss the important work of CJTF-OIR in Iraq and Syria. as you know . The Coalition is here at the request of the Government of Iraq, and our primary mission is to achieve the enduring defeat of ISIS in general and to prevent its resurgence. We achieve this by advising, assisting and empowering our partners - the Iraqi Security Forces, the Peshmerga and the Syrian Democratic Forces.
    The coalition's efforts provide stability and security for Iraq, and thus the broader region in northeastern Syria. We are committed to this mission and to our partners as they continue to build capacity and competence, as they have shown a willingness to take the lead in this fight against ISIS. However, we recognize that much work remains to be done, and we are committed to continuing our support to our partners in Iraq and Syria.

    A critical aspect of our approach is that, in Iraq, we are not here to fight on behalf of Iraq; We are here in a non-combatant role to provide the necessary support and resources, to advise, to assist, and to enable the Iraqi Security Forces to take the lead in the fight against ISIS. This approach has proven successful, and we are confident it will continue to be effective.
    We are also focused on ensuring the continued defeat of ISIS. This means that as we continue to work with our partners, we build the necessary military infrastructure and capabilities to ensure that ISIS does not return in Iraq or Syria. It is a long-term effort as our partners build independent capacities and capabilities to lead and sustain the fight against ISIS. We are committed to making this happen until conditions are met.
    In conclusion, I would like to stress that the Coalition is here to support the Government and people of Iraq in their fight against ISIS. We are committed to the mission and believe that our approach is effective in achieving our common goals.
    So thank you for your time and I look forward to your questions.
    Dialogue coordinator: Thank you, Major General. Now we turn to Dana Stroul, Deputy Assistant Secretary of Defense.

    DANA STROUL, MS STROUL: Good morning everyone here in the United States, and good afternoon to those of you from the region and the world. So just a few more notes on what General MacFarlane said.
    First, that the commitment of the United States to maintain the presence of its force in Iraq, at the invitation of the Iraqi government, and in Syria, in partnership with the Syrian Democratic Forces in northeastern Syria, is an investment and commitment on the part of the United States committed to it. We are committed to maintaining our troop presence in support of the enduring defeat of ISIS, and to working collaboratively and consultatively with our partners across the region.
    This is a mission that has the full support of the Secretary of Defense [US Secretary of Defense], and it is in fact a mission that was articulated in the National Defense Strategy last year as one of the priorities that the United States will continue, and in particular, the Department of Defense will continue to emphasize and resource...
    Second, this mission has been endorsed by the support of both members of Congress and presidents across the last three administrations, including party changes in the executive branch of the United States government. This is an important point to stress, because every national security team has looked at the atrocities of the world's worst conventional terrorist army we've ever seen and decided that we support our partners in the enduring defeat of ISIS must continue, including President Biden, Secretary of Defense Austin and the entire national security team. .

    Third, I would like to note to all of you that CENTCOM put out a summary at the end of last year of all partner and unilateral -- and unilateral partner operations in northeast Syria, and then joint operations in Iraq, given the important transition to advising, assisting and enabling with the Iraqi Security Forces and the Iraqi government. What it does tell us is that there is still a lot of work to be done in counterterrorism operations — to support the enduring defeat of ISIS, but it also speaks to the professionalism and commitment of the US and coalition forces working on this problem with their partners on the ground.
    Finally, I'd like to emphasize the alliance's side in this fight. It is not only US forces that maintain a strong presence on the ground. There are 84 members who are part of the Global Coalition to Defeat ISIS as well as the NATO mission in Iraq. Together with all of these partners, who all contribute different skills and expertise, we are all committed to working with both the Government of Iraq and the Syrian Democratic Forces for the enduring defeat of ISIS. Frankly, this is what the United States does best: We consult with and listen to our partners on the ground and internationally; We gather coalitions of willing, able, and committed allies and partners; We are constantly expanding intelligence sharing, interoperability, and security collaboration in support of a common, common goal; We strive for this goal until it is achieved.
    So again, this commitment to the Global Coalition to Defeat ISIS, of which General MacFarlane and Operation Inherent Resolve are at the core, is critical, and again, has support at the highest levels of the US government and also throughout the region and in Europe, and in fact, many of allies and other partners, all of whom remain committed to this mission.
