His Excellency the President of the Republic, Dr. Abd al-Latif Jamal Rashid, stressed the importance of establishing security and stability in the region and starting dialogues to understand the problems and provide solutions to them.
The President of the Republic said, during an interview with Al-Iraqiya channel, which was conducted on the sidelines of His Excellency's participation in the Summit of Non-Aligned Countries in Baku, and it was broadcast on Saturday evening, March 4, 2023, to relations with neighboring countries and other countries, stressing the need for coordination and cooperation in a way that serves common interests.
Regarding Iraq's participation in the Baku Conference of Non-Aligned Countries, the President explained that the Baku Conference of Non-Aligned Countries participated in most of the leaders of the countries, as they focused in their discussions on trying to solve problems between countries in terms of politics, economy and health, pointing to the importance of activities, important and large attendance, and correct decisions.
The President of the Republic touched on the importance of the role of the media in conveying the improvement of the current picture of the situation in Iraq, as His Excellency explained that most Iraqi cities are much better than some cities in other countries in terms of security, stability, urban, cultural and sports activities.
President Abd al-Latif Jamal Rashid pointed out that there is serious and great interest in improving the situation, especially since the government program is a very intensive program, adding that the Iraqi government from the beginning until today has been busy implementing its contents.
His Excellency the President also stressed the positive relationship between the federal government and the Kurdistan Regional Government, stressing that the relationship between the federal government and the Kurdistan Regional Government, as well as other provinces, is good and solid, as it witnesses an exchange of views, and continuous communication of meetings.

Al-Iraqiya: From the capital of Azerbaijan, Baku, I welcome you, our honorable viewers, to this special interview with His Excellency the President of the Republic,
Dr. The non-aligned countries have most of the leaders of the countries, and they focused on trying to solve the problems between the countries in terms of politics, economy or health, and I believe that their activities were good, and the attendance was important and large and their decisions were correct, most of the decisions emphasized coordination and cooperation between countries in order to solve the existing problems.As you know. The main problem that we discussed was the Corona pandemic, along with other issues in the international community, and in the future, the international community must be ready to face problems in terms of health, environment, or other aspects.
The second point, work has been done to activate the activities of non-aligned countries and give a greater role in international forums, and there are also some requests in terms of delegates to the General Assembly, and the most important thing is cooperation, coordination and assistance to some countries when a disaster such as the Corona crisis occurs, as there must be more preparations, And not to deprive any community of necessary assistance.
Al-Iraqiya: At a time when the world is witnessing a severe escalation in tension and a sharp state of polarization as a result of conflicts, how does Iraq balance in dealing with these challenges and how does it avoid being a party to these conflicts?
The President of the Republic: Unfortunately, conflicts exist in the world, but I imagine that the conflicts in our region are much less than in other regions. Everyone knows that we have suffered from conflicts for a long time, not only conflicts but wars, and my hope and our goal and all our focus is (work) on the basis of conflict mitigation. Legitimate competitions are acceptable, but conflicts are unacceptable. I believe that the solution to conflicts is through coordinating cooperation and understanding between international parties. Wars or bloody conflicts and even major contentious conflicts do not lead to positive results. The only solution is to stabilize security and start coordination and cooperation among us. This is The main point of solving problems. Now some conflicts exist; For example, the issue of Ukraine with Russia. In my opinion, the only solution to solve the problem lies in stopping the fighting and starting negotiations, as there is no other solution. Wars lead to more negative results for the suffering of people, the economy and social aspects, and lead to an increase in conflicts, but coordination, cooperation and negotiations represent solutions to existing problems.
Al-Iraqiya: During your statements, you emphasize the need for national dialogue and agreement on a single vision to solve the accumulated problems. Will this act as a safety valve, and will it prevent entering into political impasses, and will it reflect positively on the internal situation in Iraq?
The President of the Republic: Dialogues are very necessary to understand the problems as well as provide solutions to them. In my opinion, the most important thing at the present time, especially in our region, is to establish security and stability and start dialogue, not only for the sake of dialogue, but to reach positive results to solve problems. We made a good start, although the citizens were worried during the last elections, but we benefited from this period of dialogue and coordination between the political parties in order to reach common solutions for all, and I am very happy and proud of the results of coordination, cooperation and consultations between the political parties, which led to very positive results for For elections, as well as for the formation of the government and the election of the President of the Republic.
Since that period, we did not stop at this point, but continued consultations, cooperation and coordination between the political parties in order to solve the existing problems. As you know, we have many problems in terms of services, investments and infrastructure, and previously our relationship with neighboring countries was not acceptable, but now I am proud that our relationship with neighboring countries is strong and good, and our visits and decisions are linked to each other, and in some cases there are contacts with neighboring countries and other countries such as countries European countries to work on the basis of stabilizing security and stability in Iraq and cooperation and coordination with neighboring countries and with other countries who are willing to coordinate and cooperate for the common interest in terms of economics and improve services and investment if they are ready to do so.
Al-Iraqiya: You referred to international openness, and that there is serious work by the government to stabilize the security situation. All indications indicate that the security situation is good, but despite that there are security concerns from some. Perhaps there is a problem about conveying a false picture of the Iraqi interior. Do we need to intensify the media effort to convey a clear picture of Iraq, or are there other solutions?
The President of the Republic: No one denies the problems we suffered in Iraq such as wars and internal and external conflicts, but for several years we have witnessed stability in the security situation (which is now) much better than before, and these developments did not seriously reach outside Iraq, but during the period After the formation of the government and as a result of the visits and attempts of the Iraqi government, our situation is now much better than before, and everyone knows that we have suffered from terrorism for a long time, especially ISIS terrorism, which was a catastrophe for our Iraqi people, especially for some communities in the country, where we lost some cities, but our security forces I managed to eliminate ISIS terrorism, and we have some small problems and I hope to work on solving them.
So far from the media point of view, there is no great interest in the current situation in Iraq, and without exaggeration, I now consider most Iraqi cities much better than some cities in other countries in terms of security, stability, urban, cultural and sports activities. The interest now is serious and great to improve the situation, especially since the government program It is a very intensive program and it was divided into several sections, and the best thing about it is strengthening security and stability, as well as providing better services to the Iraqi people in all respects, energy, electricity, water, sewage and agriculture, as well as in terms of culture, education, modernization of existing schools and the health aspect, these are all within the government program It is a complete and comprehensive program, and that the Iraqi government from the beginning until today has been busy implementing the government program, and we hope to encourage investment in infrastructure, especially roads, bridges and railways, and better investment in oil and gas, and encourage international or regional companies to invest in partnership inIraq, and at the same time our goal is to encourage the petrochemical industry and improve the ports in Basra. These are all in the government program, and we hope to improve services during a short and not open period, and the government is serious in implementing its program.
Another very important point. We need some important legislation, some of which are very necessary such as the oil and gas law, along with some other laws that need to be reviewed or new laws presented to the Iraqi parliament. We started with the oil and gas law and we have a period of time ahead of us during which we must reach To positive results and enactment of the law.
Another point, the relationship between the federal government and the Kurdistan Regional Government, as well as other provinces, is good and solid, as it witnesses an exchange of views and continuous visits, and there is no marginalization of any party, and the executive decisions take into account coordination and cooperation between the parties, as the delegations of the Kurdistan region on a weekly basis are present in Baghdad, as well as from other provinces, I visited a number of provinces, and I felt relieved by the people of the provinces as they began to implement the government's program in terms of services and improving the infrastructure.
Al-Iraqiya: You referred to the government's program, but there are stalled laws, the retirement law, the general amnesty law, and projects awaiting approval of the budget. Is there a specific date for its approval?
The President of the Republic: Yes, all of them are on the negotiating table, some of which belong to the government and some of them belong to the Presidency of the Republic, and we have started with the laws. We have very large and many files. Frankly, I want to point out that some of them need a period of time to process and improve them. We are interested in all of these matters, and the Iraqi government is serious about implementing laws and legislations. We have taken some steps with regard to retirement, salaries and appointments. Of course, these steps are not sufficient. We have to reach positive and integrated results, and we need a period of time.
Al-Iraqiya: Returning to relations with neighboring countries, with regard to the water file, we witness tension between Baghdad and Ankara from time to time, and Iraq faces the challenge of drought. Is there a real plan to complete the water file or to develop a solution to the water file and avoid Iraq's access to water scarcity?
The President of the Republic: The issue of water is a global issue, a very important issue, and every country in the world needs a greater amount of water. There are some (influencing) factors; First, climate changes (which) affect the amount of water in any country, population increase, and people's use of water is much greater than before. In Iraq, we as a country have three factors that have a direct impact on the amount of water available, because our dependence is great on rivers and water reservoirs that we have, in Iraqi Kurdistan (it is) dependence sometimes on rain water, but in all cases we need to solve We pay attention to these three factors. The first factor is a climatic factor with regard to rain and snow, so we must take advantage of the amount of rain and snow when the season of rain and snow comes and we try to store the largest amount of rain as well as melting snow, this is one, and it is completely under our will and control. Another very important point is our relations with neighboring countries, especially Turkey and the Islamic Republic of Iran (they are the two upstream countries), while we are in Iraq downstream. Turkey is the source of the two great rivers in Iraq, the Tigris and the Euphrates, and the Islamic Republic of Iran is the source of the tributaries of the Tigris River. This means that we are highly dependent on Turkey and Iran. Their use of water in their countries, without knowing the water plan of Turkey and Iran, we will not be able to plan how to use the amount of water available, and therefore our attempts are there and our relations are good, this does not affect our relations, as our relations with Turkey are good and our trade is wide, as well as our relationship with the Islamic Republic of Iran is good, and frankly not We have a big problem with Syria regarding the amount of water reaching Iraq via the Euphrates River. Our attempts are continuing and there is progress in these areas, but our hope is that we will reach positive results, results that satisfy all parties. Frankly, we do not want to obtain all the quantities for ourselves, but we want a fair and realistic share for use in Iraq.
Al-Iraqiya: Azerbaijan is witnessing a boom in the field of energy, and this contributed to its economic renaissance, and it started exporting gas to the European market. When will we find Iraq a gas exporter instead of being an importer or dependent on what countries produce?
The President of the Republic: We started exploiting and benefiting from Iraqi gas, but we may need a period of time. In the past, there were no attempts to benefit from Iraqi gas or exploit it scientifically, or for the sake of energy. Our oil production is good, and our attempts are continuing to improve the oil situation, and the most important thing It can be linked with oil, it is the oil and gas law, and the same law can also be used to exploit gas, and we started seriously to cooperate with companies, some of them internal and some of them external, in order to reach positive results, and of course the exploitation of gas and benefiting from it is very necessary, not only in terms of Economic and in terms of energy, but also in terms of the environment is necessary and we must deal with it well.
Al-Iraqiya: The Iraqi citizen expects and hopes a lot from the current government. What is the message addressed to him?
The President of the Republic: It is necessary that we work for the interest of the Iraqi people, and the people know and appreciate that we suffered from problems in the past. Now our duty is to serve the Iraqi people. The first thing is security and stability. Secondly, coordination and cooperation between political parties, nationalist parties, and religious parties. Coordination and cooperation from For the interest of society as a whole, this is a point. Thirdly, improving the relationship between the political parties. I am with political competition in order to serve the people, but against conflicts and against factional interests.
