[size=45]On behalf of His Excellency the President of the Republic, Dr. Abdul Latif Jamal Rashid, Advisor to His Excellency Dr. Adnan Ibrahim Muhammad delivered the President's speech at the second annual Erbil Forum conference on (turning points and the future of the Middle East).
The President of the Republic affirmed that the concerned political parties are determined to find common ground and build a national consensus, indicating that Iraq is ready to restore its constructive role on the regional and international arenas.
He added that the formation of the new Iraqi government took some time, but the elections produced fruitful results, as we were able to mobilize support to support the new government to implement its ambitious ministerial program, including reforming and constructing public infrastructure and addressing the housing and unemployment crisis.
Mr. President indicated that the new Iraq aims to strengthen relations with its neighbors on the basis of mutual respect. It also seeks, through diplomatic means, to address common files related to border security and water flow from upstream countries, in order to secure adequate shares of water for all parties.[/size]

“Iraq has entered a new phase despite facing long-standing challenges, leaving behind decades of war and destruction in pursuit of its goals of the vision of national development.
Today, there is a peaceful transfer of power in Iraq. The political parties concerned are determined to find common ground and build a national consensus.
After the announcement of the results of the last elections, the formation of the new Iraqi government took some time, but it yielded fruitful results, as we were able to mobilize support to support the new government to implement its ambitious ministerial program, including reforming and constructing public infrastructure and addressing the housing and unemployment crisis. We have succeeded in initiating long strategic projects. Such as the Faw Industrial City project and public transportation, in addition to investing in the petrochemical industries.
Iraq is ready to restore its constructive role on the regional and international arenas by hosting sports tournaments, building international partnerships, joining international treaties, attracting foreign investments, leading to cooperation with regard to regional security and the environment, and contributing to achieving global energy security.
The new Iraq aspires to be a unifying force for good and benevolence, bridging the gap between regional powers, and building consensus on facing common challenges, including addressing climate change, protecting the environment, and fighting terrorism.
The new Iraq aims to strengthen relations with its neighbors on the basis of mutual respect. It also seeks, through diplomatic means, to address common files related to border security and water flow from upstream countries, in order to secure adequate shares of water for all parties.
Overcoming wounds and benefiting from high oil prices has had the effect of making the new Iraq phase characterized by stability and economic development, which guarantees the achievement of justice for the general public, including access to quality education, adequate health services, clean water, and food security. The Federal Government is committed to providing better public services and building infrastructure in the country to meet the needs of our citizens.
It is our collective duty to work together to ensure the improvement of living standards, the promotion of peace and stability, the protection of the environment, the diversification of economic activity, and the preservation of the national heritage for future generations.
There is tangible progress on finding effective solutions and strengthening relations between Erbil and Baghdad, in accordance with the Iraqi constitution. Negotiations are still ongoing between the two governments, as delegations continue to participate in the constructive talks and discussions that are taking place on a range of topics, including the discussion of Article 140 of the Iraqi constitution, the oil and gas law, the participation of the Kurdistan Regional Government in the federal government, the issue of the Peshmerga, in addition to the share of the Iraqi Kurdistan Region in The state's general budget for the year 2023, addressing and finding radical solutions to the tragic issue of the displaced, and working for the return of everyone to their homes and cities after building and reviving the region. As well as resolving the land problem in the disputed areas in accordance with the constitution. It is imperative for both governments to continue to conduct more constructive dialogues in order to find friendly solutions, in a way that serves the interests of the Iraqi people and the Kurdistan region of Iraq.
The Iraqi government takes the issue of food security seriously and is working to achieve the goals of sustainable food security and address water scarcity and mass displacement resulting from climate change. Iraq bears the brunt of the challenges caused by climate change and severe weather. Severe climatic conditions, including floods, droughts, dust storms, and high temperatures, in addition to poor infrastructure, play a role in negatively affecting social stability in Iraq. We must act now and prioritize supporting affected communities, including building resilience, raising awareness among affected communities, providing emergency aid, supporting the agricultural sector, and modernizing water management systems.
It is our collective responsibility to stand united behind the government to address the main causes by adopting prudent policies, allocating the necessary funds, establishing regional and international partnerships, and implementing the necessary measures and procedures aimed at mitigating risks.
Iraq has made remarkable progress in the field of crude oil production, as this progress continues towards investing in processing and refining natural gas. Appropriate legal frameworks support the petrochemical industries in Iraq. Accordingly, Iraq has the ability to become a center for petrochemical industries, capable of global competition.
In conclusion, we affirm that what unites our perceptions and ideas regarding the country's present and future. It is bigger and much more than we disagree about. We also affirm that differences in perceptions are a factor of strength and a catalyst for more understanding and common thinking for the good of Iraq. We hope to increase the area of understanding, and that we all strive to develop programs and propose solutions in order to reach a common starting point.
