    The Council of Ministers, during its session held today, Tuesday, issued a number of decisions, including the formation of a government team that undertakes planning and work on establishing new cities, including widows, divorcees, and the disabled by a 75% reduction in the prices of housing units, and adding new items to the food basket on the occasion of the blessed month of Ramadan. .
    A statement issued by the Prime Minister's Media Office said, "Prime Minister Muhammad Shia' al-Sudani presided over the tenth regular session of the Council of Ministers, during which developments in the general situation in the country were discussed, and follow-up on the most prominent files included in the government program, in addition to discussing the issues on the agenda." business and make decisions thereon.
    During the session, Al-Sudani directed all ministers to expedite the completion of the comprehensive evaluation of the performance and work of general managers in their ministries, as the period set for evaluation ends on March 12, and stressed that the evaluation be based on professional and technical standards, without being affected by any other considerations.
    The Prime Minister stressed, according to the statement, the importance of working to empower women in ministries, and directed that measures be taken that take into account women in the issue of reviews of government departments.
    The statement continued that, based on what the Prime Minister pledged to the Iraqi people regarding addressing the housing problem and mitigating its severity, and in implementation of what was stated in the government's ministerial platform, and for the purpose of achieving one of the strategic goals in the government program, providing residential plots of land for citizens, as well as establishing new residential cities. Contribute to solving the housing problem in Iraq, the Council of Ministers decided the following:

    First /
    1- Composing a team headed by the Minister of Construction, Housing, Municipalities and Public Works, with the membership of each of the Minister of Environment, the Chairman of the Board of Advisers, the Chairman of the National Investment Commission, the Mayor of Baghdad, the Governor of the concerned governorate, the Head of the Legal Department in the General Secretariat of the Council of Ministers, and the Director General of the Regional Development Department / Ministry of Planning .

    2- The New Cities Authority in the Ministry of Construction, Housing, Municipalities and Public Works shall undertake the secretariat of this team and has the authority to seek the assistance of whomever it deems appropriate to accomplish its tasks.

    Second: The team undertakes the following tasks:
    A. Planning, working and supervising the establishment of new cities and creating a vital environment for their success.

    B. Achieving a balance between supporting housing projects for low-income people and encouraging the private sector and investors to participate in the establishment of these cities, providing services and raising their quality.

    c. Applying competitive economic systems, regulations and international quality standards appropriate to the local environment during implementation.

    Dr.. Establishing mechanisms, controls and standards for the distribution of land and investment in these cities, and facilitating the procedures for granting investment licenses, as well as proposing financing models.

    e. Raising the level of government services, governing all forms of procedures related to these cities, and providing them with the required efficiency.

    Third: The team is empowered with the following powers:
    1- Approving new urban development plans and referring them for approval.

    2- Negotiating with developers and investors to implement infrastructure and other investment projects and issues related to the construction of new cities.

    3- Preparing innovative models for partnerships with the private sector by offering them investment opportunities in distinctive and economically feasible places in the capital and the governorates, in exchange for encouraging them to establish low-cost infrastructure and homes in new cities.

    4- Studying brochures of terms of reference and criteria for projects and urban development in these cities and taking the necessary measures in this regard.

    5- Studying the investment requests for new cities sent to the team, selecting the qualified ones and referring them to the investment commissions to issue investment licenses in accordance with the law.

    6- Forming technical teams and supporting committees as executive bodies for the new cities, with the participation of community activities representing segments of society, investors, and service and government agencies.

    7- Submitting the minutes of the team's meetings regarding the distribution of housing units and residential plots of land within the new cities and approving them by the Prime Minister.

    The statement indicated that in order to define the general path of the state and the government within the framework of empowering women, promoting their rights, and taking into account the integration of gender in legislation, policies, decisions, and programs approved by state agencies and institutions, the Council of Ministers approved today the approval of the National Strategy for Iraqi Women (2023-2030). .

    And within the framework of the government’s direction to support women as well, according to the statement, the Cabinet approved, according to the statement, a draft law to join the statute of the Organization for the Development of Women in the Member States of the Organization of Islamic Cooperation, and to refer it to the House of Representatives.

    With the aim of supporting vulnerable groups in society, and for the privacy of widows, divorcees, and people with special needs, the Cabinet approved, according to the statement, the recommendation of the minutes of the National Housing Council session, with the exception of widows, divorcees, and people with disabilities exclusively from those covered by Cabinet Resolution (13 of 2020) regarding a reduction of (20%). ) of the housing unit price - and make it (75%) equal to the community groups covered by the discount for the complexes built by the Ministry of Construction, Housing, Municipalities and Public Works.
    The statement pointed out that the distribution takes place in accordance with the conditions and controls in force for these groups, in the Maysan residential complex, which is implemented by the Ministry of Migration and Displacement, and the waiver and write-off of government debts indicated in the ministry’s letter.

    And the statement continued that, on the occasion of the advent of the blessed month of Ramadan, the Cabinet approved the Ministry of Commerce’s proposal regarding adding materials (half a kilo of starch, (1) kg of noodles, (5) kg of zero flour, and a layer of table eggs) to the basket for the month of Ramadan. Blessed Ramadan for every family, depending on the financial allocations for the year 2023.

    And based on the directives of the Prime Minister during his recent chairmanship of a meeting of the Supreme National Water Committee, during which he emphasized the optimal use of water, and to encourage farmers and farmers to use modern irrigation systems, the Cabinet approved To zero the customs fee related to modern irrigation systems imported by the private sector.

    The Cabinet continued to discuss other issues on the agenda, according to the statement, and issued the following decisions:

    First / Approval of the recommendations of the minutes of the (twenty-ninth) meeting of the Diwani Order Committee (45 of 2018), regarding the development of ways, mechanisms and solutions necessary to complete public hospital projects.

    Second / Approval of the Army Aviation College draft law, which was reviewed by the State Council, and referred to the House of Representatives, taking into account the notes of the legal department in the General Secretariat of the Council of Ministers.

    Third: Approval of the following:

    1- Authorizing the Director General of the Iraqi Civil Aviation Authority to negotiate and sign a draft air transport agreement between the Government of the Republic of Iraq and the Government of the Republic of Finland, based on the provisions of Article (80 / Clause Six) of the Constitution.

    2- The Ministry of Foreign Affairs prepared the necessary authorization document on behalf of the Government of the Republic of Iraq to the Director General of the Iraqi Civil Aviation Authority in accordance with the approved contexts, and submitted it to the General Secretariat of the Council of Ministers to obtain the signature of the Prime Minister

Which was audited by the State Council, based on the provisions of the Constitution, and the Endowment Administration Law (64 of 1966), taking into account the opinion of the General Secretariat of the Council of Ministers, and the remarks of the Secretary-General of the Council of Ministers during the meeting session.
