    Shafaq News / The Regions and Provinces Committee in the Iraqi parliament indicated, on Wednesday, the controversial points in the "amended" provincial and district elections law, while confirming its intention to submit a new draft to the Council's presidency for voting in the upcoming sessions.



    Committee member Sherwan Al-Dobardani told Shafaq News agency, "The Parliamentary Regions and Governorates Committee met with the Legal Committee, in the presence of heads of political blocs, to discuss articles, paragraphs, and observations that were submitted on the provincial elections law."
    Al-Dobardani added, “About 95% of the articles of the law have been completed, and it was agreed to cancel the elections abroad, but there are observations by independents, and the settlement of the (St. Controversial points on the law.
    He explained that "independent representatives presented a paper demanding the adoption of the (St. Lego 1.6) system in the elections, and this will be discussed in a joint meeting between the two parliamentary legal regions committee to choose the electoral system 1.6, 1.7, 1.9, these controversial points in the law."
    So far, the House of Representatives has completed the first and second reading of the proposed law for the third amendment to the Provincial and District Council Elections Law No. (12) of 2018 submitted by the Legal Committee and the Regions and Governorates that are not organized in a region.
    The modified St. Lego system was adopted in distributing parliamentary seats in Iraq, after the House of Representatives voted on (November 4, 2013), on a paragraph requiring the distribution of seats to competing lists within the Iraqi election law.
    And "Saint-Lego" is a method invented in 1912 by the French mathematician Andre Saint-Lego. The purpose of this formula is to distribute votes to electoral seats in multi-seat constituencies, and to reduce the resulting defects between the asymmetry in votes and the number of seats obtained.
    It is a defect from which the large parties benefit at the expense of the small blocs, while the modified St. Lego is a modified image intended to distribute the seats in a more equitable manner.
    This formula was used for the first time in the Iraqi parliamentary elections in 2014, and through this formula, parliamentary seats were distributed in Iraq, as well as the provincial council elections for the same session.
