    [size=45]The draft budget law for the year 2023 is close to being finalized, as there are only minor amendments left before voting on it in the Council of Ministers and then sending it to the House of Representatives for discussion in order to reach a final formula for its passage.[/size]
    [size=45]According to the financial advisor to the Prime Minister, the budget law will see the light during next April, while he indicated that the draft project was discussed more than once and needs a special session to resolve it in the Council of Ministers and then send it to Parliament.[/size]
    [size=45]And the Minister of Finance, Taif Sami, announced, yesterday, Sunday, the completion of the draft federal budget law for the year 2023 and sending it to the Council of Ministers for the purpose of discussing and voting on it, while the advisor to the Prime Minister, Diaa Al-Nasseri, confirmed that the financial budget will be approved in a special session of the Council of Ministers today, Monday.[/size]
    [size=45]A member of the Parliamentary Finance Committee in the House of Representatives, Jamal Cougar, says, “The financial budget for 2023 proceeds according to legal and constitutional contexts, and when the Ministries of Finance and Planning finish preparing the draft law, it will be sent to the Council of Ministers for discussion.”[/size]
    [size=45]Cougar added, “The cabinet represented by the president and his ministers have the right to amend and add notes to the draft budget, and then vote on it in the cabinet after making final amendments to it.” He pointed out, "The budget is returned once again to the Ministries of Finance and Planning to formulate it finally, and then send it to the Council of Ministers for a vote on it and send it to Parliament."[/size]
    [size=45]And Cougar continued: “The budget is supposed to be sent during the current week to the House of Representatives,” noting that “a vote on it in the House of Representatives depends on the mechanism for drafting the draft.”[/size]
    [size=45]Cougar explained, “Passing the budget in a long or short time depends on the absence of legal violations first, and justice in its provisions second, as the deputies will be defenders of the budgets of their governorates and constituencies, as well as the ministries affiliated with their political parties,” suggesting “to pass them in a standard manner, unlike previous budgets.”[/size]
    [size=45]Cougar pointed out, "The governments of Baghdad and Erbil have reached an agreement regarding the share of the region," noting that "the budget has absorbed all contract holders and free lecturers, but it is devoid of absorbing new job grades."[/size]
    [size=45]For his part, the representative of the Kurdistan Democratic Party, Sharif Suleiman, ruled out that “the Kurdistan region is a reason for delaying the approval of the general budget law for the year 2023 in the Council of Ministers, but there are technical and administrative procedures that delayed its approval and sending it to the House of Representatives,” stressing that “most of the differences and problems have been resolved.” between the central and regional governments.[/size]
    [size=45]Suleiman believed that "there is a great understanding between the central government and the regional government," noting that "the atmosphere is positive, and that there is a solution to technical matters, including the oil and gas law and the region's share in the general budget law."[/size]
    [size=45]He added, "There are a lot of consultations and dialogues, and things are good, and what remains are the last glimpses or tactical issues, and an emphasis on technical and tactical matters between the two sides."[/size]
    [size=45]Suleiman indicated that “there is an expected visit by a delegation from the regional government to put the final touches on common issues between the governments of Baghdad and Erbil,” stressing “the need to fully adhere to the political document and the Iraqi constitution to solve the obstacles and problems between the two governments.”[/size]
    [size=45]For his part, the financial advisor to the Prime Minister, Mazhar Muhammad Salih, says, “The reasons for delaying the 2023 budget are many, part of which is represented in making amendments according to the government curriculum that was approved last October, as well as the fluctuation of exchange rates in addition to the absence of consensus between the political blocs.”[/size]
    [size=45]Saleh added, “The region’s share and determining the price of a barrel of oil are also among the main reasons in the financial budget, and the dispute over the region’s share was a reason for obstructing the budget from reaching Parliament.”[/size]
    [size=45]And he went on to say, “The budget was discussed more than once, and the Council of Ministers will decide it during one basic session,” noting that “the House of Representatives is keen to pass the draft budget, and next April will be the date for settling the 2023 budget bill.”[/size]
    [size=45]Saleh explained, "The budget included job grades for contract holders and lecturers, as well as holders of higher degrees," pointing out that there is "a government movement to revitalize the private sector and place the unemployed in it."[/size]
    [size=45]It is noteworthy that the financial budget for the year 2022 was not approved by the Council of Ministers and Parliament due to the turmoil that Iraq witnessed after the early elections in October 2021, and the delay in forming the government for more than a year[/size]
