    Secretary of the Central Committee of the Iraqi Communist Party, Raed Fahmy, announced, on Monday, that the Federal Court will issue its ruling in the case filed against the Speakers of Parliament and the government due to the lack of final accounts for the budgets of the past years.
    Fahmy stated, in a statement received by (Baghdad Today), that "the Federal Supreme Court is supposed to issue its decision tomorrow regarding the lawsuit filed by the Communist Party against the Speakers of Parliament and the Ministers in addition to their job, for violating Constitutional Article 62 first, which obliges the government to submit the budget to Parliament." Representatives accompanied by the final accounts.
    And he stated, “Since 2005 until now, successive governments have not submitted budgets accompanied by final accounts, and this constitutes a major defect that affects even the process of formulating and setting the budget.” The articles and items of the budget for the following year are determined, through estimates, without real and numerical data being available.
    And he stressed, "This is considered a violation and weakening of the oversight role of parliament in following up and protecting public money. When information is not available about the manner in which the money was spent, and whether it was spent for the purposes specified for it and in the required amounts, how can it actually exercise its oversight role?"
    Fahmy pointed out, "The continuation of this flagrant violation over these years, and the House of Representatives' failure to take and be negligent in demanding the submission of these accounts, has become a serious harm to the process of preparing public budgets, and thus protecting public money."
    And he explained, “The filing of the lawsuit comes based on constitutional Article 27 first, which considers the protection of public money to be the concern of every citizen, so in my personal capacity and in the leadership of the party we have great extensions throughout the country and we represent a large group of citizens and we are concerned in this regard, no, but every citizen.” It is concerned with the budget, how to dispose of public money and where it is spent, especially in a country that suffers from corruption.”
    He pointed out, "The defenses made by the representatives of the government and the House of Representatives, in the previous pleading, we do not consider them convincing, as they were based on two arguments, the first is a formality, considering that we have no interest, and at that time we indicated that this argument is dropped by Article 27 of the Constitution, which confirms that every citizen Concerned with public money.
    And Fahmy indicated, “The second point is related to the government’s payments, which is that it is now preparing the final accounts for the previous years, but presenting the budgets in a later period and in a combined manner does not meet the requirements of the constitutional article, which stipulates that the draft budget be presented with the final accounts, and presented together on Years does not meet this need, so we consider the government's defenses to be weak, and the constitutional breach is clear."
    He expressed his "hope and aspiration for the Federal Court to respond to this lawsuit and oblige the government to submit the final accounts and to address all difficulties and loopholes regarding not submitting them."
