    – Despite the huge amounts of money that was spent from the state budget, from the funds of the Iraqi people, on this project for the German company, the services provided are still poor and do not rise to the status of the Iraqi citizen.
    The Iraqi citizen is still suffering from the tragedy of the validity of breasts, the photocopy of registration and other incapacitating requirements that can be solved simply by providing electronic services and exchanging information and data between these institutions, but the suffering is still continuing because of the German company’s monopoly on Iraq data.
    – The question is when will the suffering of the Iraqi citizen end in obtaining identification documents in the manner of any citizen in any of the countries of the world and the region?
     
    State departments to insult and humiliate the Iraqi citizen, and offices issuing the national card, for example
    Near every government building in Iraq, there is a spread of (al-Muqabun) or (al-Ardh al-Haljiyya). They are usually in the form of shops for printing, copying, and selling stationery. These are linked to employees within the departments such as the national card departments, traffic departments, and contracting departments to coordinate the completion of transactions in exchange for taking a bribe to complete them quickly instead of dealing with citizens directly.
    – Usually, the Iraqi citizen is required to visit government departments to obtain his official papers for several days, and sometimes months, due to some incapacitating requirements that force the citizen to pay sums of money directly to the commentators or offices adjacent to the state departments or to some employees, although the transaction can be completed in one day and does not require This complication.
    This is due to the large number of slanders on laws and instructions, the lack of clear regulations in matters related to the rights of citizens, and the lack of electronic services and systems, which paved the way for personal judgments and administrative corruption.
    It requires a citizen of many days, time, effort and money to complete his transaction despite bringing all his required identification papers. His transaction will not be completed under the pretext of a lack of some documents or information. Some deliberately humiliate citizens despite the state’s directives in adopting electronic services to overcome obstacles in front of the citizen and obtain his most basic rights.
     
    The services of the national card are non-existent, despite the huge amounts of money and the German company that implements it, twisting Iraq's arm
    – The Civil Status Directorate is considered one of the most important general directorates in Iraq, which has direct contact with citizens, as this directorate and its affiliates mean approximately (45%) of the population of the Iraqi people annually. Iraqi.
    – This directorate still contains many problems in the administrative and technical field, and it is very necessary to address these problems, which have reached unimaginable consequences, and thus their reflection on the Iraqi street, which is constantly boiling and demanding improvement in services that have become the dream of every Iraqi citizen.
    – This directorate is committed not to change the methodology and the old classic administrative method and to avoid development and work in the manner of digital transformation and to provide electronic services to citizens because of its directors and officers who have been in positions for many years without any achievement.
    – We clearly note that the administrative methodology is still followed since the founding of this directorate until today, and this matter is not commensurate with the electronic openness that has become the trend of the Iraqi state and the rest of the countries of the world, despite the huge funds that were spent for the German company, which the directorate has become a prey for draining money and monopolizing the current systems.
     
    The national card between miserable government services and incapacitating requirements
    Most of the headquarters of government departments are dilapidated buildings that are not suitable for receiving citizens, especially in the central and southern regions, despite the conversion of many of them into operating departments with electronic systems with supply. Many headquarters have been rented from the public sector and citizens, and there are many problems related to these headquarters, which are not suitable for use human.
    - The absence of managers and leaders of specialization whose experience and knowledge commensurate with the work of these directorates and accept the idea of ​​openness to the aspect of modern technology and electronic services.
    - The mentality and the bureaucratic system that made the directorate lag far behind what the world has reached in terms of technical development, and which there is no escape from keeping pace with the continuation of the work of these directorates.
    The German company has exhausted this directorate with its monopolistic contracts, as it has drained from Iraq more than (400) million dollars so far, and the procedures are still sterile and complex that lack development in electronic services due to this company’s monopoly of systems and subjecting the directorate to allocating high sums to ensure that these systems are not stopped.
     
    Reforming the national card system and removing it from the monopoly of the German company has become the dream of every Iraqi citizen
    – The process of converting from a paper system to an electronic one, which is carried out by the directorates that provide public services to the Iraqi citizen in the national card departments and others, is very slow and does not keep pace with the rapid progress in electronic services that the world is making now and for years.
    – Failure to constantly develop leaders, managers and technical cadres working in these directorates and involve them in specialized courses that simulate this progress and through which electronic systems and automated systems are developed with the efforts of Iraqi cadres, but what we notice is the lack of interest in this aspect and its severe neglect by foreign companies to extend their hand Monopoly and its control over these directorates and the imposition of high annual sums for the continuation of the work of the system.
    – This National Card Directorate is still spending huge sums and in hard currency from the general budget on electronic systems that were supplied by the German company decades ago without developing or adding any modern electronic services to the citizen, as the citizen is still suffering from boring routine, bureaucracy and clones that no longer have any need In light of the development taking place in electronic services.
    – Likewise, the citizen still suffers from the national card for illogical reasons in waiting or reviewing the department due to “the system’s slowness, the system’s halt, and the lack of raw identities,” despite the spending of not small sums on these systems.
    The lie of the national card factory affiliated with the Ministry of Interior, which did not produce any national card from its opening 5 years ago until now, and thousands of Iraqis are waiting for the national card
    – The citizen is still waiting for the issuance of the national card imposed by the state on him for more than a year, and in many cases it is not issued even after the passage of the year, and the argument is that the raw cards from Germany were not prepared.
    The same is the case for the machine-readable passport, as it was named by the Directorate of Civil Status, Passport and Residence, as the issuance of this type of passport is suspended in the current period in Baghdad and the provinces, due to the lack of passport books according to the description of the Directorate of Civil Status, Passport and Residence, and that the dates that are granted to citizens to issue passports are not less than their duration From 4-5 months, due to the reluctance of the German company itself to prepare the passport books.
    – Despite the presence of the national card and passport factory, which is supposed to equip a directorate according to official statements when the factory opened and started producing machine-readable cards and passports since 2018, and it was stated at the time that the factory was ready to supply two million passports and more than two million cards annually in partnership with the German company itself.
    – But the truth is that the German company is still the monopoly of the Directorate of Civil Status, Passports and Residence in the processing of raw materials, despite the presence of the factory on which a lot of the Iraqi people’s money was spent on the pretext of the national industry. The German company is still processing the raw materials from outside Iraq, although it is a partner in the miserable factory.
