Today, Monday, the Presidency of the House of Representatives announced that next Saturday will be the date for completing voting on the provisions of the election law.
An NRT reporter said, “The parliament voted on seven articles out of the 15 remaining in the law that need to be discussed and voted on by parliament in Saturday’s session.”
Parliament held a session after midnight to vote on the controversial election law.
Parliament voted to adopt specific mechanisms for sorting the election results, during its vote on the third amendment law to the House of Representatives, provincial and district elections law No. 12 of 2018, and to hold provincial elections on 11-6-2023.
Article (16) on which it was voted on reads:
First: A- The Commission adopts the electronic results accelerator devices and conducts the manual counting and sorting process for all polls and for all stations in the same polling station after sending the results to the results tabulation center, the carrier and issuing the electronic results report from the results accelerator device. The Commission is committed to announcing the results within 24 hours for the general vote. and private.
B- In the event of a mismatch between the results of the electronic counting and sorting and the manual counting and sorting in the same polling station by less than 5%, the results of the manual counting and sorting shall be approved.
C- In the event that the results of the electronic manual counting and sorting do not match the results of the manual counting by 5% or more of the total valid papers inside the box, the station is transferred to the central audit center in the governorate for the purpose of auditing the station and re-counting and manual sorting. The Commission approves the results of the manual counting and sorting of the ballot papers in Provincial audit center.
D- In the event that the results are not sent by the results accelerator to the results tabulation center for a period of (6) six hours, the boxes whose results were not sent through the transmission medium are transferred to the central audit centers in the governorate to take the procedures approved by the Commission and the results of manual counting and sorting are approved.
And the Iraqi parliament voted, at dawn on Monday, that the next parliament will consist of (329) seats, which is the same current number.
The deputies voted to distribute the seats:
A- (320) three hundred and twenty seats in the governorates
B: The following components are granted a share (quota) of the total number of general seats in the House of Representatives, provided that this does not affect their share in the event of their participation in the general lists, and it will be as follows:
1: The Christian component (5) five seats distributed to the governorates of Baghdad, Nineveh, Kirkuk, Dohuk and Erbil).
2: The Yazidi component (1) one seat in Nineveh Governorate.
3: The Sabean-Mandaean component (1), one seat in Baghdad governorate.
4: The network component (1) one seat in Nineveh Governorate.
5: Faili Kurds component (1) one seat in Wasit Governorate.
A: The governorate for which a quota seat has been allocated is one constituency to represent the allocated quota seat within the House of Representatives according to its administrative boundaries.
Parliament also voted that the candidate should have a bachelor’s degree or its equivalent, with the exception of the quota for the components, the preparatory certificate or higher, for the electoral lists to allocate a percentage not exceeding (20%) of the number of candidates for segments of society who hold a diploma or preparatory certificate or its equivalent.
It voted that the candidate should not have been convicted of a felony or misdemeanor involving moral turpitude, including cases of administrative and financial corruption stipulated in Articles (330, 333, 334, 335, 336, 338, 339, 340) of the amended Penal Code No. 111 of 1969, by a court ruling. Pat whether it was covered by pardon or not.
