The ruling and controlling political forces in Iraq are working feverishly to strengthen their constitutional legitimacy and reproduce themselves, through elections and the mechanisms and frameworks associated with them, and nothing but elections.
Elections are the main form and content of democracy in its Iraqi version.
Before 2003, the ruling powers ruled and controlled this country through individual “brutal” dictatorship and “fascism.” As for the ruling powers now, they control this country and its sources of power and wealth through elections.
These elections may only give these "forces" constitutional legitimacy.. However, this legitimacy is not "popular", as evidenced by the boycott of many in the recent elections.
And because "revolutionary" legitimacy is a thing of the past, and is no longer effective in mobilizing broad and sufficient popular support, allowing for a long-term consolidation of power, the only remaining and effective legitimacy in a rentier state like Iraq is the legitimacy of "achievement" only, and nothing but achievement.
The achievement here is an economic achievement, which reflects positively on the society, which will automatically (and necessarily) tend to support the political party in charge of it.
The legitimacy of this achievement is organically linked to the continuation of revenues from crude oil exports by “satisfying” the structure of government and authority in Iraq. Otherwise, there is no “real” legitimacy for any authority and “structure” of rule in Iraq.
However, the ruling political "classes" in Iraq understand and deal with this legitimacy in a disastrous manner, and on all levels.
The main form and content of the legitimacy of achievement in Iraq is the random and unbridled employment of a small part of the huge army of the unemployed, in an already flabby, unproductive government sector.
The other form of this "legitimacy" is the implementation (or the promise to implement) formal-apparent projects, most of which did not exist on the ground in the first place, and the other part of them was not completed, twenty years after their approval, announcement, or initiation.
That is why the ruling groups in Iraq do not care about anything other than the election law and the general budget law, and they work to complete them as soon as possible.
The first law makes it possible to strengthen its grip on power and rule, and the second law allows it to support its authority with some “achievement”, which is mainly based on the distribution of oil revenues in the form of shares that are agreed upon through mechanisms for monitoring allocations in the state’s general budget.
In this naive way in dealing with the main pillars of good governance, the ruling groups in Iraq ignore the economy, economic diversification, and the establishment of an appropriate, stable and sustainable economic environment, and do not realize that efficient and sound management of resources is much more important than oil rents, and what is associated with it, and its distribution mechanisms. , of power and influence.
The role of oil in the global economy is constantly declining, and it may disappear.. But the power, influence and strength of the producing economies do not disappear.
99% of the countries in the world do not own a single barrel of oil, but they live in conditions much better than ours, in all fields.
The price of Brent crude on (20-3-2023) is $71 per barrel.
That is, the price of a barrel of our oil is in the range of 63-65 dollars per barrel.
While our "politicians" are fighting fiercely now, in order to approve the election law and the state's general budget law, with the aim of "sharing" what is left of this state in terms of power, money and influence.
