For decades, the administrative map of Iraq maintained its status without change, from 8 brigades to 13, then to 14, and finally 18 in 1977, as the Dohuk governorate was the last governorate to be created, and a few days ago it was announced that the procedures for declaring the 19th governorate would proceed, which are Halabja Governorate, more than 45 years after the last development.
A member of the Parliamentary Regions and Governorates Committee, Jawad Al-Yasari, called for the creation of new governorates, especially in the southern region. He also called for the creation of new districts and upgrading the old districts to districts.
Al-Yasari told Al-Sabah: "Iraq needs to create new provinces due to the increase in population and the obsolescence of the administrative system, as some southern provinces need to be divided, such as the north of Wasit province, and the area between the provinces of Karbala, Hilla, and Najaf, as well as Basra." He added. The goal is to "reduce population momentum, and this is a legitimate right, and these new provinces will not affect the unity of the country."
Al-Yasari continued, "The districts must be upgraded to districts and new ones created. I have addressed the Ministry of Planning to create new districts and raise districts to districts according to the approved standards," stressing that "the conditions for creating a new governorate are available in many districts."
In 2014, a project to establish a governorate in Tal Afar was put forward, while the districts of Al-Rifai and Al-Zubayr demanded that they be declared governorates, before these ideas were postponed due to the security events that accompanied the entry of the terrorist “ISIS” gangs.
The Dean of the Urban and Regional Planning Center for Postgraduate Studies, Dr. Karim Hassan Alwan said that the creation of new governorates aims to provide the service, with specific criteria that must be met.
Alwan said to "Al-Sabah": "The creation of new governorates depends on the population, because the goal of the administrative units is to provide service within the city or the governorate, according to criteria that determine the number of residents and the administrative units that absorb them." Administrative unit, in addition to the presence of other factors such as heritage and others.
He continued, "The design and planning of cities are variable in time and place, and there are no fixed standards, because the main goal is to serve people in order to reach innovative and smart cities, which is what the world is heading towards."
Observers add some conditions that must be met before any new governorate can be created, in addition to fears of threatening the stable social fabric of some governorates.
The writer and journalist, Salam Al-Zubaidi, told Al-Sabah: “Some resources must be available before creating any governorate, in order for it to be able to advance, and not rely only on what the central government allocates in terms of shares in the budget, as the governorate must enjoy a border outlet.” Or an airport or any other resource that generates money for the new governorate.
He added, "However, the Iraqi constitution did not prevent or oppose in its provisions the creation of new provinces, but rather ensured that the individual would live in safety and complete freedom under the law." It is working to demand division and work to advance its reality, develop its infrastructure and establish government institutions, especially the large districts.
Al-Zubaidi warned that "this measure will lead to tampering with the population fabric of some provinces that have enjoyed the diversity of their components for hundreds of years, and establish the concept of building provinces on ethnic, sectarian and constituent bases, and this would increase the state of disintegration that Iraq is working to heal its rift and prevent from spreading in the country." All provinces, especially in Mosul, Kirkuk and Salah al-Din.
