    On Thursday, the US State Department issued a report that included reference to the human rights situation in Iraq, and the role played by the crowd forces and the Peshmerga.

    The report, which was followed up by "NAS" (March 23, 2023), indicated that "the Popular Mobilization Forces is considered an umbrella military organization sponsored by the state and consists of about 60 groups (militias) collectively and individually referred to as the Popular Mobilization Forces."  
      
    The report adds that "although the Popular Mobilization Forces are part of the Iraqi security forces and receive funding from the government's defense budget, their operations are often outside government control and contradict government policies."  
      
    He continued, "Most members of the Popular Mobilization Unit are made up of Shiite Arabs, while Sunni Arabs, Yazidis, Christians and other minorities run their own units in the Popular Mobilization Forces, which generally operate within or near their areas of origin. All units are formally accountable to the head of the Popular Mobilization Authority." It is subject to the ultimate authority of the prime minister, but several units, however, have also responded to Iran and its influence in the Islamic Revolutionary Guard Corps.  
      
    The report went to the Kurdistan region, "The two main Kurdish political parties, the KDP and the Patriotic Union of Kurdistan, each have an independent security apparatus. The federal constitution gives the KRG the right to maintain internal security forces, but the PUK and the KDP control separately." additional military units of peshmerga, as well as separate police forces under the nominal control of the Ministry of Interior.  
      
    He pointed out that "just as the constitution allows for a centralized and separate internal security apparatus for the Asayish, however, both the KDP and the Patriotic Union of Kurdistan maintain Asayish forces, and the KDP and the Patriotic Union of Kurdistan maintain separate intelligence services, nominally organized under the supervision of the Kurdistan Region Security Council." .  
      
    According to the report, "federal civilian authorities did not maintain effective control over some elements of the security forces, particularly certain units of the Iran-aligned Popular Mobilization Forces and the Popular Mobilization Forces."  
      
     He explains that "undefined administrative borders and disagreements between the Kurdistan region of Iraq and the central government regarding the administration of some regions have led to confusion regarding the jurisdiction of the security forces and courts."
