The financial advisor to the Prime Minister, Mazhar Muhammad Salih, expected that the development funds in the 2023 budget would be canceled in the event of a drop in oil prices, considering this a "loss for Iraq," while describing the distribution of salaries in dollars as a "bad thing."
Saleh said, "There is a fear of a drop in the price of oil, but revising the price of a barrel of oil in the budget means sacrificing the contract holders or a million citizens who are scheduled to be included in social welfare or canceling development funds, and I believe that the latter will be sacrificed with any drop in oil, which is a loss for Iraq." .
Saleh added, in a televised interview, "I think it is possible to maintain the price of oil in the budget," going on to say that "the drop in oil prices will shake the international monetary system."
Regarding the salary scale, Al-Sudani's advisor stated that "there is a stubborn tendency to reduce the upper salaries and raise the minimum salaries, and the other trend is to raise the lower grades only."
Saleh described the distribution of salaries in dollars as a "bad thing", adding: "But it could be in emergency cases, provided that America supplies us with sufficient quantities of currency to cover operational expenses, and thus we end the problem of the dollar price difference between the official and the parallel."
