    On Sunday, the Federal Integrity Commission called for expediting the amendment legislation of the Civil Aviation Law after its reformulation, to ensure the implementation of the tasks of the Civil Aviation Authority in accordance with the requirements of international aviation organizations, and to end the interference between the Aviation Authority and the Ministry of Transport.
     
    The Authority's Prevention Department recommended, in a report it prepared on the visits that its field team made to the Civil Aviation Authority; To see closely the reality of the state of the Iraqi Civil Aviation Authority’s work, according to a statement by the authority, by “following successful planning and proper construction to achieve comprehensive development of airports by addressing stalled and lagging projects, and separating service providers’ airports from the Aviation Authority; in compliance with the requirements of the International Civil Aviation Organization, as well as The use of international expertise to develop work methods and amend legislation, laws and work procedures.
     
    The statement added, "In the report, a copy of which was sent to the office of the Prime Minister, the General Secretariat of the Council of Ministers, the Integrity and Transport and Communications Committees in the House of Representatives and the Civil Aviation Authority, the department affirmed that it will not be complacent in obligating airlines to pay their dues from the passenger tax and other services to Iraqi airports, and to take measures Legal rights against defaulters, while avoiding the method of installments for those amounts and maximizing resources at airports, with reference to the debts incurred by Iraqi Airways and Fly Baghdad for those fees, approximately (71,000,000,000) billion dinars, in addition to obligating all suppliers of aircraft fuel that are supplied by the Ministry of Oil At a unified price according to the international publication, provided that the profits do not exceed (10%), with a review of the rental price system at airports and a reduction in their prices, which leads to achieving the joint benefit of the aviation authority, the tenant and the traveler.
     
    The report stresses the need for the regulatory, executive, and legislative authorities to take into account the privacy of the Civil Aviation Authority when dealing with it, and to take into account its association with international organizations and their submission to the terms and controls of those organizations, with attention to organizing flight times and distributing them over a 24-hour period, in order to avoid momentum at certain times. Increasing the operating capacity of national carriers and motivating them to work with air cargo activity.
     
    The report suggested, "Intensifying efforts to complete the Civil Aviation Institute's licensing file, authorizing trainers in accordance with international requirements, and activating its role in the field of establishing important specialized courses and turning it into an academy after resolving the issue of ownership of the land on which it is built," stressing "the importance of opening a port belonging to the Central Agency for Standardization and Control." quality at Baghdad airport, to facilitate the process of checking incoming goods, installing devices to monitor environmental pollutants, treat emissions from aircraft, measure the percentage of environmental pollution, and provide bird repellent devices at the airport.
     
    The report monitored, “The delay of a number of contracting companies with the Aviation Authority in implementing projects at Baghdad Airport, such as the contract for supplying, installing and operating the early warning system, and investigating the fire referred to a French company and which has been suspended since (1/7/2016) and its cost is (19,983,922) million.” Dollars, and a contract to rehabilitate the buildings transferred to an Egyptian company as a subcontractor for the amount of (16,800,000,000) billion dinars, which was liquidated consensually.
     
    The report noted, “The absence of a commercial contract between the National Aviation Company and a Kuwaiti company to rent counters in the Samarra and Babel buildings at Baghdad Airport, and the existence of a conflict between Article 4 of the contract, which stipulates that the total contract period is up to 9 years, while Article 5 stated that the contract period Up to 15 years, in addition to the counters in all airport halls determined by the wage system in airports, and the total amount in the two aforementioned buildings annually is (385,000) thousand dollars, while Article 4 of the contract was based on the valuation minutes, which determined the amount of rent at (77,000) thousand dollars. Just".
     
    He added, "All the counters were handed over to the Kuwaiti company exclusively to provide the service of deporting travelers, and this is a clear violation of Articles (1, 2, 3, and 4) of the Competition and Anti-Monopoly Law," noting that "there is no text in the contract that includes the formation of a financial and technical committee to follow up on the implementation of the contract terms and the fulfillment of Revenues, and the lack of a pricing list for the services provided, which leads to price manipulation, and the contract stipulates that in the event of a dispute arising between the two parties, arbitration shall be resorted to in Beirut and the aviation authority shall be bound by the arbitration decision, which is final, binding, and non-appealable.

    And the report continued, “It was diagnosed that there were similar violations in a number of contracts signed with investment companies, as the taxi project is not subject to leasing and investment controls, and its contract did not include the formation of a financial committee to calculate the percentage of annual revenues in the interest of the Aviation Authority, and the absence of a permit and license from the Ministry of Transport.” to operate the taxi, and put the logo of another company on the wheels of the contracting company without the approval of the authority,” noting that “the contract for leasing a space to establish the air freight village” Al-Hunker “at Baghdad Airport stipulated the commitment of the second party to provide 15% of the total amount for the first year before signing the contract In violation of the wage system, which included collecting 15% of the rental allowance for the entire lease period, not just one year.”
