    With the parliament’s decision to restore the work of the provincial councils during the upcoming elections, conflicting opinions coincided with the feasibility of returning them to work in the coming period, as some see that these councils are the reason for the delay in projects and an extra circle working to distract decisions in the internal affairs of the province, while the other praises them and considers them a safety valve.
    *Redundant and unproductive loop
    And speaking of re-working the provincial councils, independent politician Abbas al-Maliki says in a press interview seen by “Takadum”, that “the current work of the provinces in terms of business, services and projects is better than it was in the work of the provincial councils,” noting that “the work of the provincial councils is not It is productive and the best is for the governors to be elected from within the province.”
    And he continues, “There is always a conflict between the work of the provincial councils and the governors, and we have witnessed many attempts to thwart one party to the other in order not to count the achievement to this governor or the council,” pointing out that “there is no solution to this problem other than the proposal to dissolve the councils and cancel them.”
    And the House of Representatives had voted earlier, on all the paragraphs of the St. Lego law related to the provincial council elections, and its re-operation started from the next electoral cycle, after the decision to suspend it from the previous session of Parliament in 2019.
    * Re-work is a must
    In addition, a member of Parliament, Mahdia Al-Lami, said in a press interview seen by Taqaddam, that “resuming the work of the provincial councils is a positive step in order to increase the support and development of the provinces,” noting that “there is a uniqueness in the decisions of some governors due to the absence of members of the provincial council.” .
    And she continues, “The current period witnessed complete chaos and delay in work in most of the governorates of Iraq due to the termination of the work of the councils there,” pointing out that “the councils work within the principle of decentralization as a legislative and oversight body on all decisions pertaining to the governorate.”
    And she added, “Temporarily suspending the work of the councils caused many problems, and their work cannot be completely canceled because their work is established by law in the constitution and needs a referendum in order to amend it,” noting that “the return of the work of the councils will limit the failures that the current period is witnessing.” .
    Provincial councils are legally elected
    Meanwhile, a member of the former provincial councils, Ali al-Daini, says, “The provincial councils are legally elected by the masses and are based on a legal and constitutional basis, in addition to the Federal Court’s decision that was approved in favor of the councils that submitted appeals against the parliament’s decision to suspend their work.”
    He points out that “the issue of dissolving the provincial councils, and the parliament’s haste in it, is nothing more than an attempt to cover up the parliamentary failure that the protesters were pointing fingers at in the first place. ".
    And with the parliament’s decision to restore the work of the provincial councils after the period in which work was suspended during the past years, will the councils serve as an additional impetus to advance the reality of the provinces to develop at all levels, or is it an extra link that will disperse the internal decision of one province, according to some?
