    Representative Hadi Al-Salami announced resorting to the courts due to the delay in sending the draft financial budget law from the Presidency of the House of Representatives to the Parliamentary Finance Committee.
    Al-Salami said in a post on his Facebook page: "Where is the budget? For a month it has been included in the Presidency of the House of Representatives? It was not sent to the Finance Committee?"
    He called on the First Deputy Speaker of the House of Representatives to refer the draft federal budget law to the parliamentary committees and members of the House in his capacity as the Speaker of the House (in the absence of Mr. Al-Halbousi, who is officially authorized) in accordance with the articles of the below degree of the internal system:
    First - Article 31 - Third: 
    Considering draft laws proposed by the President of the Republic or the Council of Ministers, including the two draft laws on the state’s general budget and the supplementary budget, and approving the final account. Increasing the total amounts of expenditures, in accordance with Article 62 of the Constitution. 
    Second - Article 81:
    First: The Presidency shall refer all issues and documents to the committees for study and discussion and take appropriate recommendations in their regard.
    - Second: Each committee organizes the minutes of its sessions, records the names of the present and absent members, records the discussion and opinions taking place in it, and takes its decisions by majority, and when the votes are equal, the side with which the chairman voted will prevail.
    Third - Article 129:
    The Speaker of the House of Representatives refers draft laws submitted by the executive authority to the competent committees to study them and express an opinion on them before presenting them to the House for discussion, provided that this takes place in the presence of a representative of the committee presenting the draft.
    Al-Salami said: "We agreed to go to the courts to achieve the interests of the Iraqi people."
    It is noteworthy that Parliament received the budget on the 16th of March, three days after the approval of the Council of Ministers.
    The total budget amounts to more than 197 trillion dinars, including 150 trillion for operational and 47 trillion for investment, and its deficit exceeded 63 trillion dinars based on the price of oil at $70, while non-oil revenues amounted to more than 17 trillion dinars.
