    Two weeks have passed since the Presidency of Parliament received the 2023 budget from the government, which is essentially more than 4 months late, as it is supposed to be approved in the last months of last year.
    Despite its delay, the Presidency of Parliament has been “holding” the budget for two weeks, and neither the deputies nor the Finance Committee know anything about the budget law or its details until now, and it has not been included in the agenda of the parliament sessions, despite the fact that the budget law is the most important and anticipated law of all. By the citizens and the government alike, which needs it to fulfill its commitments and promises made to the citizens.
    Salaries, allocations, appointments, investment funds, projects, social protection, and many others, all of which are suspended due to the delay in starting to include the budget on the agendas of the parliament sessions, and the failure to send the budget from the Presidency of the House of Representatives to the Finance Committee to begin reading, amending, and preparing it for the first and second readings, and then voting.
    Millions of citizens who are awaiting the budget and many of their affairs depend on passing it, are still waiting and they see the parliament and its presidency busy passing and giving priority to other laws that are in the interest of the political forces, on top of which is the election law, which the parliament presidency insisted on holding two sessions until “dawn break”, to pass a law Elections for the provincial councils and the House of Representatives according to the "St. Lego" system, where the passing session witnessed tragic scenes about the extent to which the political forces and the parliament presidency in particular adhered to the success of the session until the last breath, until the limit reached that Parliament Speaker Muhammad al-Halbousi summoned military forces to expel the objecting deputies outside the parliament and force them out.
    While the Iraqi citizens watched these scenes and the "great concern" for passing the election law, they recorded angry positions about the extent of the keenness of the political forces and the Presidency of Parliament on the sessions that include passing laws that have a political benefit, while the budget that more than 40 million Iraqis await is languishing in the inclusion of the Presidency of Parliament. It has not seen the light since it was received from the government in mid-March.
    Citizens recall the insistence of the Presidency of the Parliament and the political forces to pass the food security law, which was marred by many objections and suspicions, and Parliament succeeded in passing it at the time despite the legal complaints against it.
    However, the Budget Law 2023 remains far from the interest of the Presidency of Parliament, so that Al-Halbousi’s last step came to ignite the citizens’ anger even more when he chose to grant himself a leave that starts from next April 3 and lasts for 15 days, after his success in passing the St. Lego law, and in a session marred by many irregularities. Legal and constitutional.
    This step greatly exposed the claims promoted by MPs, when they said that the delay in starting to read the budget was due to preoccupation with the election law. Days after the passage of the election law, the fate of the budget is still unknown, to put the fate of many citizens and their aspirations for service projects, appointments, etc., also unknown. And at the mercy of political consensus and moods.
